The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2022 Survey on Costs and Returns (SCR) of Palay Production. The survey is in collaboration with the Bureau of Agricultural Research (BAR) of the Department of Agriculture (DA).

The 2022 SCR of Palay Production will generate data on the cost structure of palay production, and average use of materials and labor inputs, measures of profitability, and other socio-economic characteristics of palay farming in the country. It serves as benchmark data which are needed in the annual updating of the database on costs and returns of palay production. Data items to be collected from this undertaking include the following:

  1. Basic characteristics of the sample farmer, the farm, and farmer’s household;
  2. Farm Investments;
  3. Material inputs;
  4. Labor inputs;
  5. Other production costs;
  6. Production and disposition;
  7. Basic marketing and credit information;
  8. Access to support services;
  9. Problems related to production and marketing;
  10. Basic information on effects of climate change; and
  11. Recommendations and future plans.

The survey will utilize a total budget of PhP 39.4 million. The interview will be conducted in two rounds to account for farming operations in January to June 2022 and in July to December 2022. The first round will be conducted in July 2022 and the second round will be in January 2023. Both survey rounds will cover a total of 13,540 households. Results are expected to be released in September 2023.

The 2022 SCR of Palay Production was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins sampled households to support the 2022 SCR of Palay Production by providing the required information to authorized PSA interviewers who will visit the sampled palay producing households to conduct a personal interview.
