The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2023 Department of Information and Communications Technology Satellite Services Survey (DSSS). The undertaking will determine the national demand or requirements for satellite services as an alternative platform to achieve digitalization.

Results of the survey will provide insights on the potential market for satellite services as well as input for ICT planning and policy formulation regarding the development and expansion of the internet services as well as building network readiness of the country.

This survey specifically aims to:
   a. collect data from all national government agencies (NGAs), including their attached agencies, and key government-owned and controlled corporations (GOCCs) on their current internet connectivity; 
   b. gather information on the possible use of satellite connectivity for national government entities and local government units’ (LGUs’) operations and the provision of public services
   c. determine the types of activities, aspects of national government entities and LGUs’ operations, or services that will make use of satellite connectivity; and, 
   d. determine the national government entities and LGUs’ projected internet usage during the next two, five, and ten years.

The 2023 Satellite Services Survey will collect data from 286 national government entities (consisting of 19 NGAs, 96 attached agencies, 40 GOCCs, 8 Ministries of the Bangsamoro Government, 74 State Universities and Colleges, and 49 Local Water Districts), and 347 LGUs (comprising 17 provinces, 34 cities, and 296 municipalities) which will be administered across the country this September 2023. Results of the survey are scheduled to be released in November 2023.

This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of RA No. 10625 to:
   a. ensure sound design for data collection;
   b. minimize the burden placed upon respondents;
   c. effect economy in statistical data collection;
   d. eliminate unnecessary duplication of statistical data collection efforts; and 
   e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all sampled national government entities and LGUs to support and participate in the survey by providing the truthful information.
