The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Community-Based Monitoring System (CBMS) - Remote Data Collection by the Provincial Government of Bataan.

As defined from Republic Act No. 11315 or “CBMS Act”, the community-based monitoring system refers to an organized technology-based of collecting, processing and validating necessary disaggregated data that may be used for planning, program implementation and impact monitoring at the local level while empowering communities to participate in the process. It involves the generation of data at the local level which serves as basis in targeting household in the planning, budgeting and implementation of government programs geared towards poverty alleviation and economic development.

The major data items to be collected in the CBMS in the province of Bataan are the following:

  1. household demographic characteristics;
  2. education;
  3. housing characteristics;
  4. income and livelihood;
  5. health and nutrition;
  6. employment;
  7. security, peace and order; and
  8. COVID-19 impact related information.

An estimated budget amounting to PhP 17 million will be utilized in the survey. The results are targeted to be released on March 2021.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection,
  • minimize the burden placed upon respondents,
  • effect economy in statistical data collection,
  • eliminate unnecessary duplication of statistical data collection efforts, and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the people of Bataan to support the said survey.
