The Philippine Statistics Authority (PSA) clears the conduct of Evaluability Assessment of Micro, Small, and Medium Enterprise (MSME) Development Plan and Priority Programs under the MSME Development Plan with a Process Evaluation of Government Support by the National Economic and Development Authority (NEDA). The survey will be conducted by Asian Social Project Services, Inc. which is a private consultancy and training organization based in Laguna.

The survey aims to assess the six flagship programs under the 2017-2022 Micro, Small, Medium, Enterprise Development Plan (MSMEDP), namely: Negosyo Center, Pondo sa Pagbabago at Pag-asenso (P3), Kapatid Mentor ME (KKME), Share Service Facility (SSF), Small Enterprise Technology Upgrading Program (SETUP), and One Town One Product (OTOP). The 2017-2022 MSMEDP is a government’s blueprint to develop the MSMEs sector in the country and making it more globally competitive.  The survey specifically aims to:

  1. assess the evaluability of the MSMEDP;
  2. assess the evaluability of at least five flagship programs under the MSMEDP (implementation level);
  3. determine the efficiency and effectiveness of government’s processes to coordinate and facilitate the development, implementation, and monitoring and evaluation of the MSMEDP, including alignment of MSMEDP objectives with the Philippine Development Plan (PDP) and its results matrix (i.e. oversight level);
  4. assess the perception of MSMEs on the relevance and effectiveness of programs that cater to them; and
  5. provide recommendations that will lead to the attainment of a business environment conducive to the success of MSMEDP.

The study will cover a total of 540 project beneficiaries/cooperators in selected nine (9) provinces in the Philippines such as Ilocos Norte, Nueva Ecija, Laguna, Aklan, Cebu, Eastern Samar, Davao del Norte, Misamis Oriental, and Agusan del Norte.

There survey will also utilize an online questionnaire in collecting data from the respondents. The survey will be conducted in September  2020 and the results are targeted to be released in December 2020.

Among the data items to be collected in the survey are the following:

  1. Profile of respondents
  2. Details on the enterprise
  3. Products and services
  4. Participation on the program
  5. Relevance
  6. Sustainability
  7. Efficiency
  8. Perception
  9. Opinions and recommendations

A total budget amounting to PhP 989 thousand will be utilized in the survey.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection,
  • minimize the burden placed upon respondents,
  • effect economy in statistical data collection,
  • eliminate unnecessary duplication of statistical data collection efforts, and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the program beneficiaries/cooperators in the selected provinces to support the said statistical activity.
