The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Impact Evaluation Study of the Subic-Clark-Tarlac Expressway (SCTEX) Project by the National Economic and Development Authority (NEDA) – Regional Office III (RO3). The survey will be conducted by Certeza Infosys Corp. (CIC), a third-party organization commissioned by NEDA-R03.

The survey will determine the extent of the project outcomes in terms of demographic transition, investments, and non-residential floor area which are being sustained and contributed in promoting economic development in the Central Luzon.

The data items to be collected will determine the following:

  1. Peso value and percent of increase in investments
  2. Square meters increase in non-residential floor area
  3. Number of new business enterprises and perceptions on business
  4. Household income trends and perception on travel
  5. Changes in traffic volume and road congestion
  6. Changes in travel time, expenses including vehicle operating cost and safety

A total of 480 households, 60 establishments, 10 key informants, 230 motorist will be personally interviewed in the survey. There will also be 250 respondents from different institutions identified by NEDA R03, Bases Conversion and Development Authority (BCDA) and other agencies will be asked to answer the survey online.

A total budget amounting to PhP206 thousand will be utilized in the survey. The conduct of the survey is scheduled in November to December 2020 and the results are targeted to be released in April 2021.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection,
  • minimize the burden placed upon respondents,
  • effect economy in statistical data collection,
  • eliminate unnecessary duplication of statistical data collection efforts, and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the households, business establishments, and motorist in people of Bataan, Tarlac, Pampanga and Zambales to support the said survey.
