The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Rice Competitiveness Enhancement Fund (RCEF) Monitoring and Evaluation Survey of the Philippine Rice Research Institute (PhilRice).

The survey will track and evaluate the program's progress and developments over the course of its three-year implementation. This survey specifically aims to:

  1. determine the adoption rate of certified inbred seeds among rice farmers;
  2. generate basic information on the actual utilization of seeds distributed to farmer-beneficiaries;
  3. estimate actual area planted, usage of seeds distributed, costs, and yields of farmer-beneficiaries;
  4. incorporate sex disaggregated analysis in applicable indicators;
  5. assess farmers’ access to information during RCEF seed program implementation;
  6. determine convergence of RCEF components among farmer-beneficiaries; and
  7. provide recommendations to improve the implementation of the program.

The survey will utilize a total budget of PhP 17.0 million to interview a total of 5,330 RCEF farmer-beneficiaries from 41 RCEF provinces and 1,616 rice farmers from 18 non-RCEF provinces from June to November 2022. Results of the survey is scheduled to be released in December 2022.

The RCEF Monitoring and Evaluation Survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all the RCEF farmer-beneficiaries and rice farmers to support the RCEF Monitoring and Evaluation Survey by providing the required information.
