The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Study on the Employment of the 2020 Bangsamoro Scholarship for Technical-Vocation Education and Training (BSPTVET) Graduates. The survey will be conducted by the Ministry of Basic, Higher and Technical Education (MBHTE), Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The survey aims to track the activities of the graduates after their training in TVET programs and determine the factors associated with their employment. Specifically, it aims to:

  1. Estimate the employment of skills utilization of graduates;
  2. Estimate the length of job search from graduation;
  3. Analyze the type of employment, TVET qualifications that have better chance of employment for the graduates;
  4. Compare the performance of certified TVET graduates vs. non-certified in terms of employment;
  5. Identify the incentives given by the employers to the employed graduates with competency assessment;
  6. Assess the bearings of Training for Work Scholarship Program (TWSP) in terms of assessment/certification, employment and income levels of graduates; and
  7. Determine the usefulness of other support program of TVET to raise the employability of graduates.

Results of the survey will be used as feedback on training quality, on the relevance of their training and skills required in their job. The results will also serve as a tool in determining recommendations that will guide the MBHTE in its planning and policies for the TVET sector.

The data items to be collected in the survey include:

  1. Profile of graduates;
  2. Employment and skills utilization rate of graduates;
  3. Income levels of the employed TVET graduates;
  4. Average length of job search for the first job after training; and
  5. Reasons for unemployment/not joining the labor force.

A total budget of PhP 1.6 million will be utilized for the survey covering a total of 377 TVET graduates in BARMM.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all respondent BSPTVET graduates in BARMM to support and participate in said survey by providing the required information.
