The Philippine Statistics Authority (PSA), through its Standards Service (SS), has formally granted clearance to the Bangko Sentral ng Pilipinas for the conduct of the “Quarterly Coordinated Direct Investment Survey” (CDIS).

The survey gathers data on the financial transactions and investment position between resident enterprises and their immediate foreign direct investors, their immediate foreign direct investment (FDI) enterprises, and their fellow enterprises abroad. It specifically requests data on financial transactions and outstanding values of both assets and liabilities on equity capital and debt between the resident enterprise and the above counterparties.

With a budget allocation of approximately PhP 1.96 million, the survey will cover 1,275 multinational corporations. These include corporations with 10 percent or more foreign-owned equity, from the 2010 (covering 2009 data) publication of the Top 25,000 corporations by the Securities and Exchange Commission, validated with the list from the latest Business World’s Top 1000 Corporations.

The major data items to be collected are the data on financial transactions and outstanding values of assets and liabilities on equity capital and debt between resident companies and their immediate foreign direct investors, direct investment enterprises abroad, and fellow enterprises abroad. Specifically, these include:

    1. Net inward/outward direct investments by type, and by country of direct investors/of fellow enterprises abroad 
       1.1 Equity capital 
       1.2 Debt instruments, Assets and Liabilities 
          a) Deposits
          b) Debt securities 
          c) Loans 
          d) Trade credits and advances 
          e) Other accounts receivable/payable
   2. Other balance sheet items (non-FDI), such as claims on/liabilities to nonresident unrelated parties; to residents and non-financial assets

The timeline for survey data collection and the corresponding release of results is outlined as follows:

Note: Q1 to Q4 refer to the first quarter to the fourth quarter, respectively.

The survey has been reviewed and cleared under the Statistical Survey Review and Clearance System (SSRCS), a mechanism implemented by the PSA pursuant to Rule 28 of the Implementing Rules and Regulations of Republic Act No. 10625.

The SSRCS covers statistical surveys conducted and/or funded by government agencies, government-owned- and/or -controlled corporations, and local government units. It aims to:

    1. Ensure a sound design for data collection
    2. Minimize the burden placed upon respondents 
    3. Effect economy in statistical data collection 
    4. Eliminate unnecessary duplication of statistical data collection efforts 
    5. Achieve better coordination of government statistical activities

The PSA strongly encourages all sampled multinational corporations to actively participate in the “Quarterly Coordinated Direct Investment Survey” by providing accurate and truthful information for data-driven evaluation of foreign direct investment trends and cross-border financial relationships.
