The Philippine Statistics Authority (PSA) conducted the pretest of the Community-Based Monitoring System (CBMS) in three barangays in Bauang, La Union last 17 to 21 May 2021. In coordination with the Municipal Government of Bauang, the CBMS questionnaires, system applications, and field procedures were tested in preparation for the CBMS pilot implementation in September to November of this year.

This pretest in La Union is the third in the series of pretests undertaken for CBMS under Republic Act (RA) No. 11315 or the CBMS Act. The first two were conducted last year in Barangay Sto. Nino in Marikina City, coinciding with PSA’s observance of the World Statistics Day, and the 31st National Statistics Month, and in four barangays in Teresa, Rizal, namely, Calumpang Santo Cristo, San Gabriel, Dalig, and Prinza.
 

For the third pretest, a total of 188 households were enumerated using the Household Profile Questionnaire (HPQ) in three barangays in Bauang, La Union, namely, Pilar, Casilagan and Payocpoc Sur. Beta versions of the tablet-based data collection applications for the CBMS HPQ and Waiver/Consent forms were used to interview households in the said barangays. English, Filipino and Ilocano translations of the questionnaire were also used in the interviews.

An orientation of the officials of the three selected barangays of Bauang was held on 28 April 2021.  The said orientation trained the barangay respondents or key informants (i.e., barangay chairpersons, kagawads, treasurers and secretaries) on how to accomplish the CBMS Barangay Profile Questionnaire (BPQ) online using the Computer-Aided Web Interview (CAWI) developed by PSA.

Field validation was undertaken to check CBMS BPQ data submissions of the three barangays.  Information collected by PSA from the CBMS BPQ online application were used as reference during pretest operations to geotag/map service facilities, natural resources, and government projects in the selected barangays.

Enumerators, team supervisors, observers, and mappers comprised the teams deployed in the three barangays.  Officials and staff from the PSA Central Office, Regional Statistical Services Office I, and PSA La Union, underwent a five-day training on the CBMS concepts and definitions, which includes administering the CBMS forms/questionnaires, geotagging/ mapping of building structures, service facilities, government projects and natural resources.

All members of the pretest teams underwent swab testing prior to the field operations. Likewise, they were equipped with masks, face shields and alcohol, and adhered to physical distancing protocols, to ensure the health and safety of the respondents as well as the pretest teams.

Pretesting of census/survey instruments, systems, and procedures is an important activity as it validates the survey instruments and identify possible problem areas in the data collection prior the national roll out.  With CBMS as a new additional mandate of the PSA, its questionnaires, forms, systems applications, and standard protocols are fine tuned for effective use by the various local government units (LGUs), who will be PSA’s partners in data collection. The pilot CBMS will continue in the third to fourth quarter of 2021 with its nationwide rollout in 2022.

RA No. 11315 defines CBMS as an organized technology-based system of collecting, processing, and validating necessary disaggregated data that may be used for planning, program implementation, and impact monitoring at the local level while empowering communities to participate in the process. The objectives of the CBMS are:

  1. to generate updated and disaggregated data necessary for targeting beneficiaries;
  2. to conduct more comprehensive poverty analysis and needs prioritization; and
  3. to provide information that will enable a system of public spending that warrants government allocation on areas and populace that are most wanting.

PSA continuously partners with the Department of the Interior and Local Government (DILG), and the Department of Information and Communications Technology (DICT) to establish policies and plans to achieve the objectives of the CBMS Act.  Current initiatives of the PSA on the CBMS build upon decades of success of the CBMS Network, the DILG and various LGUs, which have implemented and used CBMS in their local development planning.
