11 August 2023 – QUEZON CITY. The Philippine Statistics Authority (PSA) joined the Department of Social Welfare and Development (DSWD) in piloting a more efficient means of releasing financial assistance to social protection program beneficiaries through the Philippine Identification System (PhilSys) and a government-to-person (G2P) digital platform.

The platform, called Open Government-to-Person (OpenG2P), is a social benefit platform that provides the tools needed to digitize large scale cash transfers to make government transactions more streamlined. 
 

The pilot run at the DSWD Central Office in Quezon City, conducted last 03 to 07 July 2023, aims to demonstrate specific use cases of the Assistance to Individuals in Crisis Situations (AICS) program using OpenG2P with the help of PhilSys for reliable identity verification.

With thorough evaluation and refinement, the pilot implementation spanning a total of 18 months is expected to demonstrate how innovative technologies such as the OpenG2P platform—used in conjunction with a digital identification system like PhilSys—can modernize and enhance the existing Crisis Intervention Monitoring System (CrIMS).

A monitoring system created by the DSWD, CrIMS captures and generates pertinent data on Filipinos in crisis situations that help with policy and plan development and enhancement of social protection programs and services for Filipinos. 
 

For the pilot run, kiosks were put up next to the releasing area at the Magiliw Building inside the DSWD central office in Quezon City. This is where clients who applied for social protection programs like AICS using their PhilID or ePhilID will be escorted for OpenG2P registration, which involves the creation of profiles and uploading of other necessary documents.

After OpenG2P registration, clients will undergo an interview and application assessment to determine the amount of the assistance they will receive. The client can then go to the releasing bay and await the release of their monetary assistance.

“Mabilis siya [OpenG2P Registration]. Na-assist naman ako nang maayos at saka nakumpleto ko naman yung mga kailangan,” said Miralyn Quitorio, a dialysis patient from Antipolo City, when asked about her experience registering to the OpenG2P platform.

Rex Alvarez, a farmer from Marikina City, also commended the OpenG2P process. “Napakabilis po. In-assist naman po ako regarding dito sa [PhilID], saka sa process po ng [assistance] dito sa DSWD, na-accommodate naman po ako nang maayos,” he said.

“Mas naging mabilis po kaysa sa tradisyunal na pila. After daw po [mag-register sa OpenG2P], pwede ko na raw po i-online anything regarding sa DSWD using my ePhilID,” when asked how OpenG2P and the PhilSys can help him in his future government transactions.

The partnership with DSWD and OpenG2P is among the numerous efforts the PSA is undertaking to ensure more use cases for PhilSys. The PSA recently began the pilot implementation of biometric authentication for registered persons with transactions at the Civil Registry System (CRS) outlet at the PSA Complex in Quezon City.

The second phase for the OpenG2P implementation is scheduled to happen in October, alongside the next AICS rollout.
