The Philippine Statistics Authority (PSA) granted clearance to the conduct of the 2017 Listing of Farm Households (LFH) on 2 May 2017 through the Statistical Survey Review and Clearance System (SSRCS).
 
The 2017 LFH aims to update the sampling frame for agricultural surveys conducted by the PSA. Specifically, the listing operation intends to come up with an updated list of households engaged in agricultural activities as well as to develop the list of agricultural operators.
 
The reference period of the 2017 LFH is July 2016 to June 2017 covering about 1.04 million agricultural operators and 3.6 million households in 17 regions,81 provinces and 5,097 barangays nationwide. 
 
The undertaking will utilize a budget amounting to Php 250.0 million to cover personal services, three (3) levels of training, supplies, travelling and printing expenses. The conduct is expected to start in August 2017.
 
Data items to be collected from the 2017 LFH include:
  • Name and address of household head
  • Household ownership of holding/farm
  • Characteristics of household members (i.e. name, relationship to household   head, age, sex, whether a household member is an operator or hired manager of a crop farm, livestock/poultry farm, and/or operates a fishing activity)
  • Name, address, contact details of agricultural operator
  • Characteristics of the holding (i.e., physical area, location, tenure status, main use, used of irrigation, crops planted)
  • Livestock and poultry information (i.e. kind and number of heads of livestock/poultry)
  • Fishing operation information (i.e. number of days dedicated for fishing activities, average volume of fish catch per day, type of species with/or without boat/vessel and whether or not the fishing operation is mainly for household consumption or for sale)
 
Meanwhile, results of the 2012 Census of Agriculture showed that:
  • A total of 5.6 million farms/holdings in the country was recorded in 2012 covering 7.2 million hectares. This translates to an average area of 1.3 hectares per farm/holding in 2012.
  • The number of farms/holdings increased from 1980 to 2012 by 62.6 percent, while the average area of farms/holdings decreased by 53.6 percent, i.e., from 2.8 hectares per farm/holding in 1980 to 1.3 hectares per farm/holding in 2012.
  • Across regions, Region VI – Western Visayas reported the highest number of farms/holdings – 518 thousand farms/holdings with a total area of 460.5 thousand hectares. On the other hand, NCR recorded the least number of farms/holdings (39 thousand) with an area totaling 20.3 thousand hectares.
  • In terms of average area per farm/holding, six regions reported to have more than 1.5 hectare per farm/holding. These were:
  1. Region XIII – Caraga (2.5 has./farm/holding)
  2. Region IX – Zamboanga Peninsula (2.1 has./farm/holding)
  3. Region XI – Davao (1.7 has./farm/holding)
  4. MIMAROPA (1.6 has./farm/holding)
  5. Region XII –SOCCSKSARGEN (1.6 has./farm/holding) and;
  6. Region V – Bicol (1.6 has./farm/holding)
 
The SSRCS is a mechanism being implemented by the PSA by virtue of Rule 28 of the Implementing Rules and Regulations (IRR) of RA No. 10625 to: 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection; and, 
  • achieve better coordination of government statistical activities. 
 
In line with this, agricultural operators and households are enjoined to support the said survey.
