The Philippine Statistics Authority (PSA) is set to pilot test/run the Civil Registry System-Information Technology Project Phase II (CRS-ITP2) on 11 July 2022 at the CRS Central Outlet in East Avenue, Quezon City in preparation for full deployment nationwide.

In relation to this, the PSA announces the new features of the security paper (SECPA) to be issued which shall include the Quick Response (QR) Code on every page of the civil registry document as a means to verify its authenticity. Other features include a unique transaction number per document, a serial number, and the assignment of Birth Reference Number (BREN), Marriage Reference Number (MREN), and/or Death Reference Number (DREN), whichever is applicable.

Under the new CRS-ITP2, clients and stakeholders will be able to avail of the following services:

Verification as to the specimen signature of the issuing officer from the Local Civil Registry Office (LCRO) as indicated in the local copy of the birth, marriage, and death documents.

CENOMAR

Issuance of Certification of No Marriage (CENOMAR) if no marriage record appears in the National Indices of Marriages. Otherwise, an Advisory on Marriages shall be issued.

As an alternative to Copy Issuance, the resulting image of the document is made accessible through the web using an access code. However, the document image on the web shall be made available for a limited period.

Those who availed of Viewable Online may also opt to get a copy of birth, marriage, and death certificates including CENOMAR and CENODEATH by presenting the access code at the CRS Outlet – East Avenue, Quezon City for an additional fee for the printing on SECPA.
