The Philippine Statistics Authority (PSA) partnered with GoTyme Bank Corporation for a colocation strategy in mobile registration activities of the National ID system.

Formalized through a ceremonial signing of a Memorandum of Agreement (MOA) at the PSA Headquarters in East Avenue, Quezon City on 10 September 2024, the collaboration aims to further promote financial inclusion by allowing unbanked Filipinos who have just successfully registered to the National ID system in mobile registration activities to open bank accounts for free with GoTyme Bank. Mobile registration activities include PhilSys on Wheels, PhilSys on Boat, and house-to-house registration.

Present during the event were PSA Undersecretary Claire Dennis S. Mapa, PhD, National Statistician and Civil Registrar General, PhilSys Registry Office Officer-in-Charge, former Deputy National Statistician Fred S. Sollesta, and Use Case Development and Management Service Assistant National Statistician Emily R. Pagador. Key officials from GoTyme Bank were also in attendance, including Co-Chief Executive Officer Albert Raymund Tinio, Acting Chief Compliance Officer Alain Joel Velasco, and Chief Sales Officer Eelan Reyes.  

“The PSA’s colocation strategy was not only designed to boost National ID registration but also to extend our reach in facilitating financial inclusion, especially to our underserved kababayans,” said Usec. Mapa. “Our goal with this initiative is to deliver services that make a meaningful and positive impact on communities nationwide. We anticipate that the success of this strategy will create a strong foundation for sustainable and equitable national development, leading to an improved quality of life for all.”

The partnership with GoTyme Bank is only one of the many initiatives of the PSA for financial inclusion. In 2021, the PSA partnered with the Land Bank of the Philippines (LANDBANK) for colocation in National ID registration centers. Here, a total of 8.3 million registered persons were onboarded—5.8 million of whom were able to open transactional accounts. By the end of 2022, LANDBANK recorded 108,703 transactions using the LANDBANK prepaid cards issued to registered persons amounting to Php 275.8 million.

Moreover, the PSA also has a collaboration with Dungganon Bank Incorporated, a microfinance rural bank based in Bacolod City, Negros Occidental which also allows registered persons to open bank accounts for free after they have successfully registered to the National ID to promote financial inclusion further.
