The Philippine Statistics Authority (PSA) approved the conduct of the 2019 PIDS Survey on Effects of Performance-Based Bonus (PBB) by the Philippine Institute for Development Studies (PIDS) on 03 December 2019.

The survey aims to examine the impact of the performance-based incentives system on overall productivity and performance of individual government employees and their respective agencies. It is a mechanism to gather information for measuring the effectiveness of the scheme and to assess the implementation of the grant.

A total of 2,000 employees from 33 sample government agencies nationwide will be interviewed.

The major data items that will be collected are the following:

• Information about the respondents (sex, age, marital status, educational attainment, employment and compensation)
• Knowledge about PBB
• Effect of PBB on Individual’s Performance and Productivity
• Effect of PBB on Department/Agency’s Performance and Productivity
• Human Resource Development and Workforce Readiness

The survey will utilize a total budget of PhP 4.4 million to cover personal services, maintenance and other operating expenses, and capital outlay.

By virtue of Executive Order (EO) No. 80, s. 2012, a performance based-incentive system for government employees was adopted. The PBB was developed to motivate higher performance and greater accountability in the public sector and ensure the accomplishment of commitments and targets of government units under the five (5) Key Result Areas (KRAs) as specified in EO No. 43, series of 2011, namely: (1) transparent, accountable, participatory governance; (2) poverty reduction and empowerment of the poor and vulnerable; (3) rapid, inclusive, and sustained economic growth; (4) just and lasting peace and the rule of law; and (5) integrity of the environment and climate change adaptation and mitigation.

Results of the survey are expected to be released in March 2020.

The survey is reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of the Implementing Rules and Regulations of Republic Act No. 10625 to:

• ensure sound design for data collection;
• minimize the burden placed upon respondents;
• effect economy in statistical data collection;
• eliminate unnecessary duplication of statistical data collection efforts; and
• achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the sample government employees in selected government agencies to support the said survey.
