The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2019-2020 Survey on Research and Development (R&D) Expenditures and Human Resources of the Department of Science and Technology (DOST).

The survey will gather data on expenditures and human resources on research and development (R&D) that will serve as basis for setting R&D directions, and formulating better policies and programs. The results of the survey will also update the indicators on Science and Technology (S&T) in the Philippine Development Plan and the Sustainable Development Goals. R&D statistics are also used worldwide to provide comparable measures of the state of S&T across countries.

Target respondents of the survey include 300 government agencies, 840 public and private higher education institutions (HEI), and 60 private  non-profit institutions (PNPI). Distribution and collection of questionnaires to target respondents will be from August 2021 to April 2022.

The following are the major data items to be collected from the survey:

a. in-house R&D personnel;
b. in-house R&D Expenditures;
c. sources of funds for in-house R&D;
d. categories of in-house R&D expenditures;
e. R&D funds provided to other institutions; and
f. published scientific papers in local or international journals.

A total budget amounting to PhP 2.28 million will be utilized in the survey. Results of the survey are targeted to be released in December 2022.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

a. ensure sound design for data collection;
b. minimize the burden placed upon respondents;
c. effect economy in statistical data collection;
d. eliminate unnecessary duplication of statistical data collection efforts; and
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins government agencies, higher education institutions, and private non-profit institutions to support the said survey.
