The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2022 Commodity and Outlet Survey (COS), a nationwide survey conducted for the purpose of gathering data on commodities and services that a family purchased or availed most of the time and the type of outlets where these commodities and services are being purchased or availed of within the country.

The results of the survey will be used for the following purposes:

  1. Determine the commodities in the 2018-based Consumer Price Index (CPI) market basket for All Income Households that will be used to generate the 2018-based CPI for the Poor Income Households or the Bottom 20% Income Households; and
  2. Determine the commodities that will be included in the CPI market basket for Upper Income Households and the Poor Income Households when the series will be rebased to base year 2021.

About 16,500 successfully interviewed households from the 2018 Family Income and Expenditure Survey (FIES) will be visited for interview from 01 to 20 April 2022. The survey will utilize a total budget of PhP 38.7 million and the result of the survey is scheduled to be released in the fourth quarter of 2022.

The 2022 COS was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins successfully interviewed households of the 2018 FIES to support the 2022 COS by providing required information to authorized PSA interviewers who will visit the households and individuals to conduct the personal interview.
