The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2022 Rice and Corn Stocks Survey: Commercial (RCSS:C) which was formerly known as Commercial Stocks Survey (CSS). It was previously undertaken by the National Food Authority (NFA) but with the enactment of the Rice Tariffication Law or Republic Act No. 11203 dated 05 March 2019, the conduct of RCSS was transferred from NFA to PSA by 01 July 2020 as per Section 3 Rule 3.5 of its Implementing Rules and Regulations (IRR).
The 2022 RCSS:C aims to generate rice and corn stocks inventory held by the commercial sector. The survey provides information together with stocks information from the household and government sectors to monitor the rice and corn stocks situation of the food staples to ensure supply and demand equilibrium, access, and price stability. It also serves as inputs to the estimation and compilation of the national accounts.
The survey will collect data on the volume of rice and corn stocks inventory held in the commercial sector as of the first day of the month. It will utilize a total budget of PhP 23.4 million which will cover a total of 9,925 establishments nationwide except the provinces of Batanes, Guimaras, Davao Occidental, and Dinagat Islands. The data collection activities will be done every first four days of the reference month. Release of survey results is scheduled every 10th day after the reference month.
The 2022 RCSS:C was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of IRR of Republic Act No. 10625 to:
- ensure sound design for data collection;
- minimize the burden placed upon respondents;
- effect economy in statistical data collection;
- eliminate unnecessary duplication of statistical data collection efforts; and
- achieve better coordination of government statistical activities.
In line with this, the PSA enjoins the selected establishments nationwide to support and participate in the conduct of 2022 RCSS:C by providing the required information to authorized PSA interviewers who will visit the establishments.
