On 11 February 2019, the Philippine Statistics Authority (PSA) cleared the conduct of the four (4) surveys spearheaded by the Bangko Sentral ng Pilipinas (BSP). These surveys are the following:

  • Annual Coordinated Direct Investment Survey (CDIS)
  • Quarterly Coordinated Direct Investment Survey (CDIS)
  • Coordinated Portfolio Investment Survey (CPIS)
  • Cross Border Transactions Survey (CBTS)

The CDIS is to be conducted quarterly and annually to collect information on financial transactions and investment position among resident enterprises and their immediate foreign direct investors, immediate foreign direct investment enterprises, and fellow enterprises abroad. Specifically, this survey will collect data on financial transactions and values outstanding of both assets and liabilities on capital and debt between the resident enterprise and other counterparties. The sample to be included in CDIS are the multinational corporations with 10% or more foreigned-owned equity sourced from the Top 25,000 corporations listed in the Securities and Exchange Commission (SEC). On the other hand, QCDIS is a subset of the 500 corporations covered in the ACDIS.

Meanwhile, the semi-annual CPIS aims to collect comprehensive information on resident’s ownership of equities and long-and short-term bonds and notes issued by non-residents for use as inputs in the compilation of international investment position (IIP) statistics of the country. A total of 185 corporations will be selected for the survey.

The monthly CBTS will capture information on resident company’s claims from liabilities to and transactions with non-residents, which will then be used to compile Balance of Payments (BOP) Statistics. The CBTS will collect data from 126 corporations from the listed members of industry associations of Semiconductor and Electronics Industries in the Philippines Foundation, Inc. (SEIPI), automotive industry, SEC top corporations with bank accounts abroad and build-operate-transfer (BOT) companies.

These four surveys will use the internationally accepted statistical standards and classification system such as the Balance of Payments Manual (BPM), International Investment Position Manual and the Coordinated Portfolio Investment Survey Guide.

Results of the survey will be released following the schedule below:

The Annual and Quarterly CDIS and CPIS are surveys that will generate statistics for two (2) out of nine (9) data categories in the Special Data Dissemination Standard (SDDS) Plus in adherence to PSA Board Resolution No. 10, series of 2018 (Enjoining Support of the Philippine Statistical System (PSS) to the Philippine Subscription to the SDDS Plus). The SDDS Plus was established in 2012 by International Monetary Fund (IMF) to serve as guide to countries on the provision of economic and financial data needed to monitor domestic and international financial stability.

The surveys were reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of
Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins enterprises to respond in the said undertaking.
