On 08 May 2018, the Philippine Statistics Authority (PSA) approved the conduct of survey for Measuring the Quality of Tuberculosis Care in the Philippines. The survey is a joint project between the National Tuberculosis Control Program (NTP) – Department of Health (DOH), MEASURE Evaluation (John Snow, Inc.), and Epimetrics Inc.
 
The purpose of the study is to measure the quality of tuberculosis (TB) care program in selected facilities and use the results in developing programs and interventions to improve TB service delivery. The survey specifically aims to:
 
  • assess the current condition of TB care regarding the availability of skilled providers, equipment and organizational structure;
  • determine the quality of TB services provided by facilities and necessary gaps to fill to improve the quality;
  • assess provider competencies and patient satisfaction;
  • evaluate the critical outcomes of patients receiving TB care; and
  • provide recommendations on the improvement of TB care services.
 
The major data items to be collected from the survey will generate information related to TB care on the following: 
 
  • service availability and patient referrals
  • TB diagnostics and TB treatment
  • adherence of facilities to policies, protocols, and guidelines on the diagnosis and treatment of TB
  • staff training, supervision and feedback
  • equipment availability, laboratory procedures, and specimen management
  • patient characteristics and patient care
  • facility and provider characteristics
 
The survey will cover about 10 facilities per selected province/highly urbanized city which will include up to 200 health facilities (public and private), 400 health providers, and a maximum of 1,000 patients.
 
A total budget of Php 7.4 million will be utilized by the survey to cover personal services, maintenance and other operating expenses (MOOE) such as travelling expenses, supplies, printing expenses and other expenses.
 
The results of the survey are expected to be released in August 2018.
 
The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:        
 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
In line with this, the public are enjoined to support the said statistical activity. Further, the PSA is only mandated to review and clear the survey materials through the SSRCS. In the event that the survey proponent hires a third-party entity to undertake the survey on their behalf, kindly note that the PSA, by any means, does not have control over the agreement between the survey proponent and the third-party entity.
