The Philippine Statistics Authority (PSA) approved the conduct of the Ex-Post Evaluation of the Agno River Integrated Irrigation Project (ARIIP) by the National Economic and Development Authority (NEDA). The survey will conducted by CPRM Consultants, Inc. (CPRMCI), a third-party organization contracted by NEDA.

The survey covers sample farming households in the municipalities and cities in the province of Pangasinan that are part of the service area of the ARIIP. The survey aims to generate household level data to assess the project’s relevance national development objective, efficiency of implementation, effectiveness in achieving project objectives, and sustainability of the benefits in the future. The survey will also collect recommendations from household beneficiaries and measure their satisfaction to identify aspects for improvement. 

A total of 180 households from the 18 cities/municipalities covering the service area project will be interviewed to participate in the survey.

Major data items to be collected in this undertaking include but not limited to the following:

1. profile of sample households;
2. crop production;
3. status of irrigation services; and
4. user satisfaction with irrigation services.

A total budget amounting to PhP 2.44 thousand will be utilized in the survey. Results are estimated to be released in December 2020.

This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

a. ensure sound design for data collection
b. minimize the burden placed upon respondents
c. effect economy in statistical data collection
d. eliminate unnecessary duplication of statistical data collection efforts
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the selected farming household in 18 cities/municipalities in Pangasinan to support the said survey. Meanwhile, the PSA would like to inform the general public that the PSA is only mandated to review and clear the survey materials through the SSRCS. In the event that the survey proponent hires a third-party entity to undertake the survey on their behalf, kindly note that the PSA does not have control over the agreement between the survey proponent and the third-party entity.
