The Philippine Statistics Authority (PSA) has granted clearance for the conduct of the “Baseline Study on the State Participation in Local Government Units: Participatory Governance Metrics for Local Development Councils” by the Philippine Institute for Development Studies.
This study aims to conduct a comprehensive analysis of the quality of participation exhibited by Civil Society Organizations (CSOs) in Local Development Councils (LDCs), utilizing the Participatory Governance Metrics (PGM) tool as recommended by the Department of the Interior and Local Government. The evaluation will establish a baseline on the state of participation of CSOs and Local Government Unit (LGU) functionaries, their capacities, and the clarity of their roles and outcomes.
The results of the study will advance the objectives of the Philippine Development Plan (PDP) 2023-2028, particularly in promoting good governance and enhancing bureaucratic efficiency. The findings will inform policy development by the Council of Good Local Governance, created under the Seal of Good Local Governance Law, and will contribute to the review of technical indicators related to LDC functionality within the "Social Protection" governance area.
With a total budget of around PhP 1.7 Million, the study will gather data from 1,008 individuals. Key data items to be gathered include:
Sectoral affiliation and length (in years) of participating organizations and LGU functionaries
Feedback on participation experience based on Participatory Governance Metrics variables and indicators
The questionnaires will be administered and collected in October 2024, with the study's findings expected to be released between November and December 2024.
The “Baseline Study on the State Participation in Local Government Units: Participatory Governance Metrics for Local Development Councils” was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS). This mechanism is implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:
Ensure sound design for data collection
Minimize the burden placed upon respondents
Effect economy in statistical data collection
Eliminate unnecessary duplication of statistical data collection efforts
Achieve better coordination of government statistical activities
