The Philippine Statistics Authority (PSA) granted clearance for the conduct of the “2024 Functional Literacy, Education and Mass Media Survey (FLEMMS)” by the Literacy Coordinating Council, the proponent agency.
The 2024 FLEMMS, which is to be conducted by the PSA, is designed to provide a quantitative framework to guide the formulation of policies and programs aimed at improving education and literacy. It serves as a reliable baseline for these initiatives and functions as an essential advocacy tool in the development of national policies and plans.
The survey will utilize a budget of around PhP 208.98 million, and is designed to collect data from 720,000 individuals aged 5 years and above, and 180,000 households. The following are the major data items to be collected:
- Basic and Functional Literacy;
- Digital Literacy;
- Education;
- Employment Characteristics;
- Demographic Characteristics;
- Housing Characteristics; and
- Exposure to Mass Media.
Questionnaires will be distributed and collected in October 2024, and the survey results are expected to be released in April 2025.
The “2024 Functional Literacy, Education and Mass Media Survey (FLEMMS)” was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS). This mechanism is implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:
- Ensure sound design for data collection
- Minimize the burden placed upon respondents
- Effect economy in statistical data collection
- Eliminate unnecessary duplication of statistical data collection efforts
- Achieve better coordination of government statistical activities
In line with this, the PSA encourages all sampled individuals and households to participate in this statistical activity by providing accurate and truthful information.
