The Philippine Statistics Authority (PSA) has granted clearance for the conduct of the “2024 Study on the Employment of TVET Graduates” by the Technical Education and Skills Development Authority (TESDA).
This study aims to evaluate the relevance and effectiveness of Technical and Vocational Education and Training (TVET) programs, serving as a key reference for policy recommendations that will guide TESDA in its planning and decision-making for the entire TVET sector.
The results of the study will be used to describe the socio-demographic characteristics of TVET graduates, assess their training programs, and estimate labor force participation and employment rates at national, regional, and subdomain levels. Additionally, the study will analyze factors influencing employment, such as length of job search and income, compare employment rates across various attributes of interest, estimate skills utilization, and assess the graduates' satisfaction with their training programs. These findings will offer valuable insights into the employability of graduates and inform future strategies for enhancing TVET program outcomes.
With a total budget of approximately PhP 2.0 Million, the study will collect data from 6,288 TVET graduates from regular and scholarship programs for Calendar Year 2023. The major data items to be collected from the survey include:
Socio-demographic data
Employment status
Nature, type, industry and occupational job title of the employed TVET graduates
Income/wage levels of employed graduates
Length of job search
Assessment and certification level
Skills utilization
Data collection will commence in October 2024, and the study’s results are expected to be released in June 2025.
The “2024 Study on the Employment of TVET Graduates” was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS). This mechanism is implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:
Ensure sound design for data collection
Minimize the burden placed upon respondents
Effect economy in statistical data collection
Eliminate unnecessary duplication of statistical data collection efforts
Achieve better coordination of government statistical activities
In line with this, the PSA strongly encourages all sampled TVET graduates to participate by providing accurate and truthful information.
