The Philippine Statistics Authority (PSA) granted clearance for the conduct of the “Study on the Employment of the 2022 and 2023 Bangsamoro Scholarship Program for TVET Graduates (SEBSPTVETG)” by the Ministry of Basic, Higher and Technical Education – Technical Education and Skills Development.
This statistical activity is designed to monitor the activities of the BSPTVETG for calendar years 2022 and 2023 after completing their training in TVET programs. The data collected from the survey will have a substantial impact on policy-making. The results will provide critical feedback on the quality of training and the relevance of the skills required for the job, as well as aid in the formulation of improved policies and programs.
The study aims to identify factors associated with the employment of BSPTVET graduates. The data can be used to assess training quality and the alignment of training with job requirements and the findings will serve as a tool for making recommendations that will guide the Ministry of Basic, Higher, and Technical Education in its planning and policies for the TVET sector. The major data items to be collected are the following:
Profile of TVET graduates
Employment and skills utilization rate of TVET graduates
Income levels of the employed TVET graduates
Average length of job search for the first job after training
Indicators on courses for which graduates have a better chance of employment
Analysis of the type of employment in which the TVET graduates landed a job
Reasons for unemployment or not joining the labor force
Comparison of the performance of competency assessment passers versus non-passers in terms of employment
This statistical activity will utilize a total budget of PhP 1.8 million. The 2022 and 2023 SEBSPTVETG will collect data from 368 and 374 BSPTVET graduates in calendar years 2022 and 2023, respectively. Questionnaires will be distributed and collected in October 2024, and the survey results are expected to be released in December of this year.
The 2022 and 2023 SEBSPTVETG was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS). This mechanism is implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:
Ensure sound design for data collection
Minimize the burden placed upon respondents
Effect economy in statistical data collection
Eliminate unnecessary duplication of statistical data collection efforts
Achieve better coordination of government statistical activities
In line with this, the PSA encourages all sampled BSPTVET graduates to participate in this statistical activity by providing accurate and truthful information.
