The Philippine Statistics Authority (PSA) grants clearance for the conduct of the “Survey of 2023 Research and Development Expenditures and Human Resources in the Government, Higher Education Institutions and Private Non-Profit Institutions” by the Department of Science and Technology.

The statistical activity aims to collect data on research and development (R&D) activities, specifically expenditures and human resources from government agencies, higher education institutions (HEIs), and private non-profit institutions (PNPIs). The survey results will guide R&D directions and priority areas, update science and technology indicators in the Philippine Development Plan and the Sustainable Development Goals, and provide globally comparable measures such as in the Global Innovation Index.

Utilizing complete enumeration, the Survey of 2023 Research and Development Expenditures and Human Resources in the Government, Higher Education Institutions and Private Non-Profit Institutions will collect data from 270 government agencies, 430 public HEIs, 330 private HEIs, and 60 PNPIs.

The major data items to be collected by the survey include:

   1. Respondent Information
   2. Eligibility of the Government Institution (i.e., whether the institution performed R&D activities)
   3. R&D Projects undertaken by the Institution
       3.1. Number of personnel, and time spent in performing R&D activities
       3.2. Expenditures
   4. R&D funds provided to other institutions
   5. Published scientific papers in local or international journals

The statistical activity will utilize a total budget of PhP 3.0 Million. Questionnaires will be distributed and collected from August 2024 to January 2025, and the survey results are expected to be released in June 2025.

The Survey of 2023 Research and Development Expenditures and Human Resources in the Government, Higher Education Institutions and Private Non-Profit Institutions was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS). This mechanism is implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

   1. Ensure sound design for data collection
   2. Minimize the burden placed upon respondents 
   3. Effect economy in statistical data collection 
   4. Eliminate unnecessary duplication of statistical data collection efforts 
   5. Achieve better coordination of government statistical activities

In line with this, the PSA encourages all sampled government agencies, HEIs, and PNPIs to participate in this statistical activity by providing accurate and truthful information.
