The Philippine Statistics Authority (PSA) hosted the 3rd Philippine Identity Summit, an event which showcased accomplishments of the National ID system, and facilitated collaboration, knowledge exchange, and exploration of technological innovations related to e-governance.

Relying parties from the government such as the Department of Social Welfare and Development (DSWD), Credit Information Corporation (CIC), and Home Development Mutual Fund (Pag-IBIG) share the impact of the National ID in their respective services and clients. 

The summit, held on 16 September 2024 at the Novotel Manila Araneta in Cubao, Quezon City, gathered a total of 538 attendees—most of whom are representatives of relying parties from the government and private sector, and other key stakeholders including industry experts and technology enthusiasts.

This year’s summit emphasizes the importance of a foundational ID system, showcases the goals we have achieved in recent years, and outlines our strategies and plans for the future,” said Officer-in-Charge, Deputy National Statistician (OIC-DNS) Minerva Eloisa P. Esquivias of the PSA’s Censuses and Technical Coordination Office while delivering the welcome remarks on behalf of Undersecretary Claire Dennis S. Mapa, PhD, National Statistician and Civil Registrar General.  

This summit presents an invaluable opportunity to showcase collaboration among stakeholders in sharing ideas and exploring new possibilities [for the National ID system],” she added.

At the DICT, we are truly committed to embedding the National ID system within our broader e-governance initiatives,” said Secretary Uy. “This summit provides us with the opportunity to strengthen our collaboration, explore innovative strategies, and ensure the seamless integration of the National ID system to enhance service delivery and improve the overall experience of every Filipino citizen.

Showcasing National ID milestones

The summit, which coincides with the celebration of the International Identity Day, highlighted the milestones in the implementation of the National ID system, and success stories showing the transformative impact of having a secure and reliable valid proof of identity, especially in enabling access to financial services and social protection programs.

Assistant National Statistician Emily R. Pagador of the PSA’s Use Case Development and Management Service presents the milestones of the National ID system implementation. 

As of 19 September 2024, a total of 90,017,181 Filipinos have already registered to the National ID system. In addition, as of 02 September 2024, a total of 83,001,542 Digital National IDs are ready for downloading via national-id.gov.ph. Registered persons may also access their Digital National ID through the eGov app. The National ID in polyvinyl chloride (PVC), paper, and digital formats can be presented as valid proof of identity in all transactions with government agencies and private institutions.

The PSA also successfully rolled out initiatives for the National ID authentication services which allow identity verification through the registered information of Filipinos in the registry.

In partnership with the Department of Social Welfare and Development (DSWD), beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) and their family members were authenticated during Family Development Sessions (FDS).

For the releasing of civil registry documents at the PSA Central Outlet in East Ave., Quezon City, 106,938 transactions as of 13 September 2024 incorporated client authentication through the National ID authentication services.

Highlighting e-governance innovations

This year’s summit—with the theme, “National ID for Inclusive Digital Transformation”— also showcased the government’s digital transformation initiatives. This includes the Digital National ID, the official digital version of the National ID easily accessible through computers or smartphones with an internet connection, and the National ID eVerify, which is a platform that streamlines onboarding of relying parties with the National ID system.

With the aim to accelerate the adoption of digital transformation across Southeast Asia, the PSA also presented the Philippine Digital ID Experience Laboratory, an initiative in cooperation with the University of the Philippines (UP) Diliman and the International Institute of Information Technology Bangalore (IIITB). In this initiative, the PSA acts as an influencer in Digital ID adoption across the region, UP Diliman leads in learning and research for digital economy, and the IIITB enables technology evaluation and attestation.

[We are] honored and excited to be part of this collaboration that will bring to our people the Philippine Digital ID Experience Laboratory,” he said. “Our university is hosting and co-administering the laboratory inspired by the realization that the appropriate and safe harnessing of the power of digital technologies is essential to good governance to adequately serve more than 100 million Filipinos in the years to come.

Attendees of the 3rd Philippine Identity Summit visit the technology trade fair booth of relying parties from the government such as the Bureau of Internal Revenue (BIR) and the Government Service Insurance System (GSIS). 

In addition, the event featured a technology trade fair, where a total of 20 participating government agencies, financial institutions, technology companies, startups, and service providers held live demonstrations of the latest innovations on e-governance and identity management.

This event is not merely a celebration of accomplishments but an opportunity to strengthen ties and create a road toward continued success. Together, we can build a future wherein each Filipino enjoys the advantages of a secure, reliable, and accessible digital identity system,” OIC-DNS Esquivias added.  

Present during the summit were key officials from the PSA, Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPIEA), Department of Information and Communications Technology (DICT), Department of Budget and Management (DBM), the World Bank, and Modular Open Source Identity Platform (MOSIP).

Also in attendance were resource speakers from relying parties such as DSWD, Department of Health (DOH), Department of Trade and Industry (DTI), Philippine Health Insurance Corporation (PhilHealth), Bureau of Immigration (BI), Credit Information Corporation (CIC), Amang Rodriguez Memorial Medical Center, Asia United Bank (AUB), GCash, Philippine Savings Bank (PSBank), Land Bank of the Philippines (LANDBANK), IDMeta, and Pito AXM.
