The PSAHelpline, the Philippine Statistics Authority’s (PSA) online portal for the online application of civil registry documents, is now integrated into the National ID system for identity verification.

The PSA, in partnership with Pilipinas Teleserv, the agency’s service provider for the PSA Helpline, signed a contract agreement to integrate the PSAHelpline’s Authorized Person to Receive (APR) to the National ID system.
Through the integration, the authentication of individuals requesting civil registry documents such as birth, marriage, and death certificates can now be completed online as part of the identity verification process in requesting civil registry documents.
The PSAHelpline APR, through the National ID system, incorporates advanced verification technologies. These include verifying the National ID through its Quick Response (QR) code and liveness checks, which ensure a high level of security and accuracy in the identity verification process.
“The National ID System serves as a foundational platform for driving digital transformation. It is designed to promote digitalization, streamline business processes and transactions, enhance the reliability of identity verification, and foster inclusivity,” said PSA Asec. Rosalinda P. Bautista, DNS of the PhilSys Registry Office. “With the integration of the PSAHelpline Authorized Person to Receive to the National ID System, we move closer to a future in modernizing stress-free acquisition of civil registry documents from the PSA.”
Present during the ceremonial signing are PSA key officials headed by Asec. Bautista and Legal Service Chief Atty. Eliezar Ambatali. Officials from Pilipinas Teleserv, led by Managing Director Jun S. Yupitun, were also present in the ceremony.
Assistant National Statistician Marizza B. Grande of the PSA Civil Registration Service noted that the public may rely on more secure and streamlined essential services, such as access to civil registry documents through the undertaking.
“The National ID System will serve as a cornerstone for a more secure and streamlined identification process. It will empower organizations and our citizens by becoming the key in providing easier access to essential services, reducing bureaucratic hurdles, and promoting financial inclusion,” she noted.
For Pilipinas Teleserv, Managing Director Yupitun said that the PSAHelpline integration to the National ID further streamlines the secure process of obtaining civil registration documents.
“With a verified National ID, individuals can now securely and efficiently authorize trusted family members or household residents to receive PSA certificates on their behalf. This capability underscores our dedication to enhancing public service through PSAHelpline by leveraging technology to simplify and streamline the daily lives of every Filipino,” he said.
Moreover, the National ID may also be presented as valid proof of identity for those authorized to receive civil registry documents made via the PSAHelpline.
