PSA Issues Memorandum on the Granting of Certificate of Live Birth to Persons with No Known Parents

The Philippine Statistics Authority (PSA) issued Memorandum Circular No. 2021-24 dated 06 December 2021 which provides for the guidelines in the registration of the Certificate of Live Birth (COLB) of persons with no known parent/s.

This Memorandum was issued as part of the campaign of the PSA to strengthen the system of birth registration in the country and to protect and uphold the rights of persons whose parentage or facts of birth are unknown against undue discrimination.

Through this Memorandum, a “Certificate of Live Birth” will be issued to person/s with no known parent/s, whom were formerly called  as foundlings. It provides a clear and simplified procedure in the registration of the COLB of persons with no known parent/s. Furthermore, important entries about a person such as the approximate date of birth and citizenship are included in the said certificate of live birth.

The Memorandum likewise clarified that the Certification Declaring a Child Legally Available for Adoption (CDCLAA) is only required in the registration of the COLB of person with no known parent/s if the latter is subject for adoption.

Considering that COLBs are now being issued to person/s with no known parent/s, thousands of children will have equal access to all opportunities and services especially in enrolling for school admission, application for passport, applying for jobs, among others.
