The Philippine Statistics Authority (PSA) and the Modular Open Source Identity Platform (MOSIP) co-hosted the MOSIP Connect 2025, which brought together international and local experts for collaboration and in-depth discussions on the future of digital identity infrastructure.

Panel discussions on topics such as inclusive identification systems were featured during MOSIP Connect 2025.

Conducted from 11 to 13 March 2025, the event, held at the Philippine International Convention Center (PICC), provided a venue for foreign and local delegates to share their expertise and insights on digital identity and learn from the experiences of other countries. On 10 March, a country conversation among MOSIP-adopting countries was held, during which participants shared their learnings and experiences with MOSIP.

Assistant Secretary Rosalinda P. Bautista, Deputy National Statistician of the PhilSys Registry Office (PRO). Also present were PSA’s partners for the National ID from the government, including Department of Information and Communications Technology (DICT) Undersecretary for e-Government David L. Almirol.

Undersecretary Mapa, in his welcome note, emphasized the advantages of open-source identity platforms such as MOSIP, and how the platform helped in the implementation of the National ID.

PSA Undersecretary Mapa shares the journey of the Philippines’ National ID System with the identity platform, MOSIP. 

“In an increasingly digital world, open-source identity platforms are transforming how we approach identity solutions, making them more accessible, secure, and adaptable to the unique needs of our societies,” said PSA Undersecretary Mapa.

“Boosted by MOSIP, the Philippines, through the PSA, has made significant strides in advancing digital identity by successfully registering over 92 million Filipinos to the National ID system since implementation began in 2019. That is 73 percent of the 126 million individuals registered in MOSIP-powered identification systems in various parts of the world,” he added.  

The event featured expert-led seminars, panel discussions, and workshops on topics such as cyber security, use cases, interoperability, and innovations.

PSA leads a breakout session during MOSIP Connect 2025, where delegates exchange ideas and share insights on identification systems.

Participants were also encouraged to initiate sessions on their topic of choice. The PSA led a session on deduplication, a key data security measure of the National ID which ensures that data registered in the system is unique and has no duplicates.

Delegates were also able to witness a demonstration of the National ID registration at the PSA exhibit. Apart from registration, the exhibit highlighted the use cases of the National ID, such as relying parties onboarded already utilizing the system’s authentication services.

The National ID exhibit showcases the Philippines’ National ID and its use cases in public and private establishments.

Participating relying parties included the firsts in their respective sectors to be onboarded to the National ID system: Credit Information Corporation (CIC) as the first among government agencies for its Online Dispute Resolution System (ODRS); the local government of Tublay, Benguet as the first local government unit for its Registry of Barangay Inhabitants (RBI); and Asia United Bank (AUB), through HelloMoney, as the first local bank.

FDS at Malibay, Pasay City

Delegates of MOSIP Connect 2025 visit a Family Development Session (FDS) for 4Ps beneficiaries at the Malibay Health Center in Malibay, Pasay City.

Similarly, participants also joined a field visit in a mall-based National ID registration center in Barangay 76, Pasay City and Family Development Session (FDS) for 4Ps beneficiaries in partnership with the Department of Social Welfare and Development (DSWD) in Malibay, Pasay City.

Here, MOSIP Connect 2025 delegates were able to see the National ID registration process firsthand, as well as the application of National ID authentication services in a social protection program, for identity verification and targeting of intended beneficiaries.

MOSIP Connect 2025 is the second edition of the forum, with the first being conducted in Addis Ababa, Ethiopia.

MOSIP, which offers modular and open-source technology to help countries build and manage national identity systems, is the identity platform of the National ID System. In February 2024, the PSA received a citation from the Future of Government Awards, a global award-giving body, for its open source adaptation using MOSIP.
