The Philippine Statistics Authority (PSA) today release its 2021 Community-Based Monitoring System (CBMS) Accomplishment Report, highlighting the agency’s extensive preparation for the first ever synchronized nationwide conduct of CBMS.

Republic Act (RA) No. 11315, also known as the CBMS Act, defines CBMS as an organized technology-based system of collecting, processing, and validating necessary disaggregated data. The implementation of CBMS entails cooperation among citizens and the government in securing the collection and generation of reliable data and statistics for evidence-based planning and implementation of government programs geared towards poverty alleviation and economic development at the local level.

In 2021, following the agency’s commitment to collect reliable barangay and household data and statistics at the local level through the CBMS, the PSA developed and updated the CBMS tools, systems, and applications. Pursuant to RA 11315, the PSA led the CBMS implementation in nine cities and municipalities to finetune the existing CBMS data collection tools to adhere to the standard protocols in official statistics, as well as consider new and emerging concerns in social development planning.

Among the many notable and exciting accomplishments of the CBMS in 2021 is the development of CBMS Application. It is the innovation towards paperless survey administration, as it facilitates electronic data collection for CBMS using tablets wherein household profiling and geotagging of housing units and other facilities would be through Computer-Assisted Personal Interview (CAPI). Furthermore, the application allows secure online submission/post-processing of data. The Barangay Profile Questionnaire (BPQ) was also made available to barangay LGU respondents. Barangay officials in the nine pilot areas in the country accessed and accomplished the CBMS BPQ via a Computer-Aided Web Interview (CAWI) application.

The 2021 CBMS Accomplishment report includes the following key accomplishments: (1) CBMS Council Resolutions; (2) Establishment of CBMS Council Technical Working Groups (TWGs); (3) Stakeholder’s Consultation Meetings; (4) Ceremonial Signing of the Memorandum of Agreement between the PSA and the Department of Interior and Local Government (DILG); (5) Series of Pretests of the CBMS; (6) Pilot Run of the CBMS; (7) Training and Capacity Development Activities; and (8) Interagency Workshop on CBMS Information, Education, and Communications (IEC) Campaign.

As lead implementing agency of the CBMS, the PSA intends to share the progress with its partners and stakeholders nationwide.
Hence, the report is made available online at www.psa.gov.ph/cbms. The 2022 CBMS nationwide roll-out, first-ever PSA-led CBMS, commenced its operations last August 2022.
