The Philippine Statistics Authority (PSA) is set to conduct the granted clearance to the conduct of the 2019 Annual Survey of Philippine Business Industry (ASPBI). The ASPBI will collect and generate with information on the levels, structure, performance and trends of economic activities of the formal sector of the economy of the entire country in 2019.

The results of survey will be used in constructing national and regional income accounts of the Philippine economy, formulating and monitoring plans and policies in the attainment of national and regional economic goals. This will also determine and compare regional economic structures and performance and analyze the contribution of the Micro, Small and Medium Enterprises (MSMEs) to the total economy.

With a total budget amounting to PhP 82.0 million, about 8,000 establishments nationwide will be selected to participate in the survey. Distribution and collection of questionnaires will be in November 2020. Results of the survey are expected to be released in September to December 2021.

Meanwhile, key results from the latest available ASPBI (2017) are as follows:

  1. Total establishments in the formal sector of the Philippines reached 224,540 establishments in 2017, posting a decline of 11.2 percent compared to the 2016 level of 252,790 establishments.
  2. Manufacturing sector employs the highest workforce in 2017 with 1,278,392 workers accounting for 20.7 percent of the total employment.
  3. Total compensation paid to employees in 2017 amounted to PhP 1.7 trillion. Manufacturing paid the highest compensation at PhP370.7 billion, equivalent to more than one-fifth or 21.7 percent share to total compensation of all sectors.
  4. Total income earned in 2017 amounted to PhP 17.9 trillion while total expenses was estimated at PhP 15.4 trillion. Income attributed to Manufacturing was PhP5.4 trillion while Wholesale and Retail Trade; Repair of Motor Vehicles and Motorcycles posted PhP5.1 trillion, accounting for a combined  share of almost 60.0 percent to total income.

The 2019 ASPBI was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  • ensure sound design for data collection,
  • minimize the burden placed upon respondents,
  • effect economy in statistical data collection,
  • eliminate unnecessary duplication of statistical data collection efforts, and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins establishments across the country to participate in the survey.
