Through the Statistical Survey Review and Clearance System (SSRCS), the Philippine Statistics Authority (PSA) renewed the conduct of four (4) fisheries surveys to be undertaken nationwide. These surveys aim to generate information on the volume and value of fish unloaded in different landing centers, as well as other fishery production in aquafarms and households. The quarterly fisheries surveys renewed for clearance are as follows:
 
  1. 2018 Quarterly Aquaculture Survey (QAqS)
  2. 2018 Quarterly Commercial Fisheries Survey (QCFS)
  3. 2018 Quarterly Inland Fisheries Survey (QIFS)
  4. 2018 Quarterly Municipal Fisheries Survey (QMFS)
 
The 2018 QAqS aims to generate accurate and timely information on quarterly production, area, and price by aquafarm type and species covering all 81 provinces. The survey will cover 6,881 sample aquafarms.
 
Meanwhile, the 2018 QCFS aims to generate accurate and timely information on quarterly volume and value of fish unloaded at commercial fish landing centers by species covering 58 provinces except Cordillera Administrative Region (CAR). The survey will cover 243 sample commercial fish landing centers.
 
The 2017 QIFS aims to generate accurate and timely information on quarterly volume and value of fish catch of inland fishing households by species covering 78 provinces. The survey will cover 1,348 households engaged in inland fishing.
 
Lastly, the 2017 QMFS aims to generate accurate and timely information on quarterly volume of fish unloaded at municipal fish landing centers by species covering 69 provinces except the National Capital Region (NCR). A total of  844 sample municipal fish landing centers will be covered in the survey.
 
The allocated budgets for the conduct of quarterly fisheries surveys in 2018 are as follows:
 
  1. 2018 QAqS: Php 3.0 million or Php 437 per aquafarm
  2. 2018 QCFS: Php 1.7 million or Php 6,958 per landing center
  3. 2018 QIFS: Php 1.2 million or Php 908 per household
  4. 2018 QMFS: Php 2.0 million or Php 2,333 per landing center
 
The budget will cover the preparatory activities, production, training of PSA technical staff, publication, and dissemination.
 
Meanwhile, the results of the surveys are scheduled to be released as follows:
 
  • Quarter 1 (January – March 2018): 15 May 2018
  • Quarter 2 (April – June 2018): 15 August 2018
  • Quarter 3 (July – September 2018): 15 November 2018
  • Quarter 4 (October – December 2018): To be announced on a later date
 

The key results of the 2017 Fisheries Surveys are the following:

  • The total volume of fisheries production went down by 1.04 percent in 2017 compared to the previous year’s level. Output reductions were noted in commercial (6.89%) and municipal (1.05%) fisheries while aquaculture performed better by 1.68 percent. Of the major species, roundscad and tiger prawn indicated production shortfall by 11.89 and 6.29 percent, respectively.
  • In commercial fisheries, the production reached almost 947 thousand metric tons and declined by 6.89 percent from its level a year ago. The reduction was caused by less unloading of fish in Navotas Fish Port brought about by frequent rainfall and numerous weather disturbances that prevailed in the country from May to September. In addition, limited fishing operations in Zamboanga Peninsula due to existing inventory of canned sardines during the third quarter.
  • Municipal fisheries production declined by 1.05 percent and reached 1.13 million metric tons. About 85.45 percent of the volume was credited to unloadings in municipal landing centers and the remaining 14.55 percent was contributed by inland fisheries subsector. In Western Visayas, lesser catch was due to less fishing trips and efforts attributed to weather disturbances that brought strong winds and rough seas during the fourth quarter.
  • Aquaculture production registered 2.24 million metric tons which gained by 1.68 percent from its level a year ago. Seaweed harvests accelerated in Sulu and Tawi-Tawi in the second semester as a result of favorable weather conditions. LGU interventions like distribution of seaweed planting materials and floaters also supported growth. 
 
These fisheries surveys were reviewed and cleared for conduct under the SSRCS, a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:        
 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
 
In line with this, the public is enjoined to support the said statistical activities.
