The Philippine Statistics Authority (PSA) granted clearance to the conduct of the Survey of Seafarers and Manning Agencies on the Capability of Philippine Maritime Industry to Supply Merchant Marine Seafarers in the Global Maritime Labor Market by the Maritime Industry Authority (MARINA).

The undertaking aims to generate data on the profile of seafarers and to ascertain the progression of Filipino seafarers from Ratings to Operational and to Management level officers. This survey also aims to determine the supply and demand for Filipino Seafarers as well as its status in the international seafaring industry. The results of the survey will also serve as a basis for policy issuances for the welfare of Filipino seafarers.

Among the data items to be collected in the survey are the following:

  • Socio-Demographic characteristics (age, sex, civil status)
  • Vessels boarded
  • Trainings attended for officership
  • Career plans
  • Difficulties encountered as a seafarer
  • Source of Filipino Seafarers
  • Factors contributing to the difficulty of recruitment
  • Perception on the shortage of Filipino management level officers

A total budget amounting to PHP 450 thousand will be utilized in the survey to cover personal services, maintenance, and other operating expenses (MOOE).

The survey will interview a total of 1,184 seafarers (398 Ratings, 394 Operational Level, 392 Management Level) and 405 manning agencies from August to September 2020 through online platform. The results of the survey are expected to be released in February 2021.

The MARINA survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection,
  • minimize the burden placed upon respondents,
  • effect economy in statistical data collection,
  • eliminate unnecessary duplication of statistical data collection efforts, and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the Filipino seafarers and manning agencies to support the said statistical activity.
