
ALAMINOS CITY, PANGASINAN. The Philippine Statistics Authority successfully conducted the pre-pilot training for the electronic Civil Registration and Vital Statistics System (eCRVS) for Birth Registration (Phase I) from
02 to 04 April 2025.
The three-day training served as live operational simuation of the eCRVS system for birth registration, equipping users with the necessary knowledge and skills to operate and implement the eCRVS system. It also aimed to surface and resolve potential system issues, validate registration process, and assess its readiness for full-scale deployment. A total of 36 participants, representing the Alaminos City Local Civil Registry Office, Western Pangasinan District Hospital, Dr. De Leon Maternity and Lying-in Clinic, and Barangay Pangapisan officials and staff, attended the training.

The eCRVS is the Philippine adaptation of the OpenCRVS, an open-source digital civil registration platform. It is been extensively customized to align with the Philippine Civil Registration laws and processes. The system is developed in accordance with national data protection laws and security policies. In its future phases, eCRVS is envisioned to integrate with other national databases to enable interoperability and efficient data sharing, aligning with PSA’s digital transformation goal of achieving full CRVS digitalization by 2030.
Hon. Arth Bryan C. Celeste, Mayor of Alaminos City, delivered the welcome message during the event. On the other hand, Engr. Marizza B. Grande, Assistant National Statistician of Civil Registration Service, provided valuable technical guidance and strategic direction throughout the training. Other key participants included Atty. Shiela O. De Guzman, Regional Director of RSSO I, Mr. Edgar M. Norberete, Chief Statistical Specialist of PSA Pangasinan, and Ms. Lovely D. Milles, City Civil Registrar of Alaminos City.
The training sessions covered comprehensive modules on the functionalities of the eCRVS system and data privacy protocols. Interactive workshops and hands-on activities ensured that participants gained practical experience in using the new digital platform. The successful pre-pilot training was made possible through the support of the Global Grants Program – Bloomberg, represented by country coordinator Ms. Deborah Carmina Sarmiento, Project Consultant Ms. Aurora T. Reolalas, and Software Development Consultant
Mr. Onion George C. Quimson.
This milestone reflects the PSA’s commitment to enhance the efficiency and reliability of civil registration services in the Philippines. The lessons learned and feedback gathered during the training and the pre-pilot activities will serve as valuable inputs in preparing for the implementation of eCRVS nationwide.
