To further facilitate a quality civil registration services to the public,  the Philippine Statistics Authority (PSA) has an ongoing system and infrastructure enhancement through the Civil Registry System Information Technology Project Phase II (CRS-ITP2). The new system introduces improved system applications, new services, and shortened processing period to its servicing Civil Registry System (CRS) Outlets nationwide, Batch Request System (BREQS) accredited partners, and online channels. Additional sites for CRS Outlets are also underway.

As additional security feature, the civil registry documents and certifications issued under CRS-ITP2 bear a Quick Response (QR) Code. The QR Code can be scanned through PSA e-Verification application available for free download at Google Playstore and Apple App Store. The QR Code will provide matching basic information with the PSA-issued document in Security Paper. Civil registry documents and certifications requested and released via BREQS accredited partners such as Local Government Units, and malls among others, already bears the QR Code, except for documents accepted at  servicing CRS Outlet in Cotabato City, which is yet to implement the CRS-ITP2 at the end of August 2023.

Meanwhile, online channels such as PSA Serbilis (psaserbilis.com.ph), and PSA Helpline (psahelpline.ph), are still under Civil Registry System Information Technology Project Phase I (CRS-ITP1), thus documents issued bears no QR code at the moment.

In view of the foregoing, civil registry documents such as Birth, Marriage, and Death Certificates, and Certificate of No Marriage (CENOMAR)/ Advisory on Marriages, and Certificate of No Death (CENODEATH)/ Advisory on Deaths requested from CRS Outlets, BREQS accredited partners, and online channels through PSA Serbilis and PSA Helpline not bearing the QR Code, are ALL VALID for use in transactions with government agencies and private institutions.
