The PSA launches its Premium Annotation service at the Lipa City CRS Outlet, the selected pilot site for its expertise in processing annotated documents.

 

21 March 2025, LIPA CITY, BATANGAS. The Philippine Statistics Authority (PSA) has introduced the Premium Annotation (PA) service to streamline annotation requests across its Civil Registry System (CRS) outlets. The PSA Regional Statistical Services Office IV-A Lipa City CRS Outlet was selected as the pilot site due to its expertise in screening and processing annotated documents. To ensure a smooth and efficient rollout, the pilot phase was initially limited to a single CRS outlet.

The PA service covers the processing of annotations under Republic Act (RA) Nos. 9048 and 10172, Supplemental Reports, Court Decrees (CD), and Legal Instruments (LI), with a target release time of ten working days for copy issuance, and the issuance of Official Receipt, ensuring faster and more efficient service.

The soft launch of the PA service at Lipa City CRS Outlet, marks a significant step toward enhanced efficiency in civil registration and improved public service accessibility.
 

As part of the rollout of the PA service, the PSA, in collaboration with the Unisys Managed Services Corporation (Unisys) training team, conducted a series of training sessions and hands-on activities to equip personnel with the necessary knowledge and skills for efficient service delivery.

From 17 to 18 March 2025, the training sessions focused on Civil Registration and Vital Statistics Basic Concepts and Procedures have been conducted. Participants participated in-depth discussions on:

    • RA No. 9048, as amended, and Supplemental Reports;

    • CD and LI; and

    • The annotation process   
 

These sessions aimed to strengthen the understanding and ensure the proper application of legal frameworks and procedural guidelines related to document annotation.

Likewise, the Unisys training team conducted hands-on training on the Civil Registry System-Information Technology Project Phase II Premium Annotation Application from 19 to 20 March 2025, equipping participants with essential skills for seamless document processing.   
 

The training sessions on Civil Registration and Vital Statistics basic concepts, and procedures has been successfully conducted through the active participation of the attendees.


In view of the foregoing, training marks a crucial step in the successful implementation of the PA service, reinforcing PSA’s commitment to efficiency, accuracy, and improved public service delivery.
