The Philippine Statistics Authority conducted a comprehensive pretest operation for the 2024 Community-Based Monitoring System (CBMS) in two barangays in Guiguinto, Bulacan, from 13 to 18 November 2023. The primary objective of this activity was to ensure the efficacy of the updated questionnaire and mobile applications to be used in preparation for the anticipated 2024 CBMS Nationwide Rollout.

Through Computer-Assisted Personal Interview (CAPI), the PSA was able to cover a total of 317 households in Barangays Daungan and Malis. These barangays were selected as representative samples of urban and rural areas for testing the questionnaire, allowing the consideration of a diverse range of community dynamics.

The 5-day pretest operations equipped the participants with knowledge of CBMS common concepts, definitions, and important procedures in performing actual enumeration.

Additionally, a questionnaire for the Mid-Decade Census – 2025 Census of Population (POPCEN) was utilized and tested for possible integrated implementation with the CBMS. Through this pretest, data collection tools, operational procedures, and performance indicators are being enhanced to adapt to various demographical and geographical contexts. 

In July 2023, initial testing of the CBMS questionnaire was performed through a paper-and-pencil interviewing method in San Juan City, Metro Manila. With these local governments’ permission to conduct such activities within their respective jurisdictions, it gives a clear indication of their support and dedication in pursuit of social transformation and community development through statistical operations. The collaborative synergy between the PSA and LGUs creates a ripple effect that resonates with the country’s efforts in localizing the United Nations Sustainable Development Goals, alleviating poverty, and achieving socioeconomic growth.
