Technical Notes on the Preparation of Regional Agricultural Production Accounts Report

The Regional Agricultural Production Accounts report presents the annual performance of agriculture in the 16 regions of the country. The performance is measured in terms of value of production at constant 2018 prices and at current prices. It focuses on the measurement of the whole agriculture and its sub-commodity group (crops, livestock, poultry, and fisheries) and commodity. These serve as inputs in the estimation of Gross Value Added (GVA) in agriculture and fishery at the regional level.

With the Overall Revision and Rebasing to 2018 of the Gross Regional Domestic Product (GRDP) as approved in PSA Resolution No. 11, series of 2018, “Approving the General Policy on the Revision and Rebasing of the PSNA”, the revision and rebasing of the regional valuation of the performance of agriculture should also be done. This aims to include additional and more comprehensive data to reflect the most recent structure of the agriculture and fishery sector at the regional level.

Criteria in the Selection of Highlighted Commodities

The valuation of the regional performance of agriculture covers all agricultural commodities, highlighting selected commodities. A Consultation Workshop with Stakeholders in Agriculture and Fisheries Sector was conducted in the 16 regions of the country. It aimed to solicit inputs on the identification of commodities to be highlighted in the regional report. The workshop was participated by the different Local Government Units (LGUs), regional government line agencies, Farmers’ Cooperatives/Associations, Livestock and Poultry Integrators, Fisheries Cooperatives/Associations, academe and individual farm/fishpond operators.

The final highlighted commodities vary across regions. The selection of the highlighted commodities for each region was based on the rank of the values of production at constant 2018 prices, inputs from stakeholders in the agriculture and fisheries sector during the regional consultation workshops and from commodity specialists. Factors considered in choosing the highlighted commodities were high volume of production, high value commodity, high consumption, priority/program commodities and representation to commodity groups (e.g., cereals, fruits, legumes, citrus, condiments, fruit and leafy vegetables, and non-food and industrial crops, commercial fisheries, municipal fisheries and aquaculture).

The 22 highlighted crop commodities for each region shared about 89 percent to 98 percent to the region’s total crop production during the base year 2018. In the case of fisheries, 20 commodities were highlighted in all the regions except for CAR which only covered nine (9) commodities. The contribution of these highlighted commodities to the region’s total fisheries production ranged from 62 percent to 97 percent. Meanwhile, all commodities included in the livestock and poultry data system were highlighted in the regions.

Sources of Basic Data

The generation of the regional value of production requires data on volume of production and farmgate prices. These data are sourced from the following PSA surveys and administrative-based records from other government agencies:

Definitions

Value of Production at Constant Prices – refers to valuation of transactions, wherein the influence of price changes from the base year to the current year has been removed.

Value of Production at Current Prices - is the value based on prices during the reference year.
