11 March 2020 - Undersecretary Mapa, during his visit in Bukidnon (Region X) for the Updating of List of Livestock and Poultry Establishments.

 

To continually improve the quality of livestock and poultry statistics that the Philippine Statistics Authority (PSA) generates, updating of the list of livestock and poultry establishments is a necessary undertaking, Thus, the PSA is conducting the Updating of the List of Livestock and Poultry Establishments (ULLAPE) in two pilot provinces which started on 08 March 2021.

The ULLAPE primarily aims to update the survey frame for the Commercial Livestock and Poultry Survey (CLPS). The activity involves enumeration of all establishments which are engaged in livestock and poultry raising activities in the provinces of Laguna and Bukidnon. Specifically, the updating entails the following activities:

a. updating of the current status of operation and basic characteristics of livestock and poultry establishments listed in the PSA’s List of Establishments (LE);

b. collection of information on maximum housing capacity and inventory of livestock and poultry animals raised by the establishments; and

c. identification of new/additional establishments that are engaged in livestock and poultry raising for inclusion in the PSA’s current LE.

The ULLAPE is a special activity being conducted in the provinces of Laguna and Bukidnon as part of the pilot survey in relation to the redesigning of the CLPS. The CLPS is being redesigned to improve the survey estimates for livestock and poultry statistics.

This updating activity covers a total of 1,145 barangays in the provinces of Laguna and Bukidnon. Barangays without listed livestock and poultry establishments in the current frame will also be visited to gather information from the Barangay officials about the existence of new livestock and poultry establishments.

Qualified Statistical Researchers (SRs) and Team Supervisors (TSs) were hired to visit the establishments and conduct personal interview to the business owners/managers or to the authorized respondent from the establishment. If personal interview is not possible, the respondent can opt to provide information through a self-administered ULE Form 3. The respondent and the assigned SR can agree on the date of collection of the accomplished self-administered ULE Form 3. A fillable-pdf version of ULE Form 3, which can be submitted thru PSA-Laguna or PSA-Bukidnon official email addresses, is also available as an option.

The involved PSA personnel and hired SRs and TSs had undergone the required trainings for the conduct of this operation. The PSA ensures that all personnel, most especially the data collectors, are aware and trained to comply with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) health and safety protocols.

Business owners and managers of establishments engaged in livestock and poultry activities are encouraged to participate and provide the needed information. The success of this undertaking is very important for the delivery of a reliable and updated statistics as basis for government planning and policy formulation.
