Incidence of Families Experiencing Hunger is Highest in Eastern Visayas (Results from the 2011 Annual Poverty Indicators Survey)

According to the results of the 2011 Annual Poverty Indicator Survey (APIS), which covered around 51,000 sample households nationwide, 16 percent of families in Eastern Visayas experienced hunger in the three months prior to the conduct of the survey in July 2011. The survey also revealed that at least one in ten families in SOCCSKSARGEN (13.0%), Caraga (11.7%), and Northern Mindanao (10.1%) experienced hunger during the same period (Table 1). In the survey, families who experienced hunger refer to those who answered “Yes” to the survey question, “During the past three months, did you or any member of your family experienced hunger because you did not have money to buy food?”.

At the national level, families who experienced hunger during the reference period, which is the three months prior to the survey, made up six percent of all families in the country. Of these families who experienced hunger, about 30 percent experienced it at least once in each week during the reference period, 39 percent experienced it at least once in each month, and 31 percent experienced it at least once in three months (Table 2).   

In the survey, families were classified as poor or non-poor by grouping them into two income strata according to their per capita income. Families who fall at the bottom 30% percent per capita income stratum were considered as poor while those at the upper 70% were classified as non-poor.

In Eastern Visayas, hunger incidence among its poor families was much higher than the national average, with one in four (24.7%) poor families experiencing it at anytime in the three months prior to the survey. Survey findings show that 15 percent of the poor families in the entire country experienced hunger. Among the non-poor families, 3 percent experienced it. Three other regions had notably high incidence of hunger among the poor families, namely, SOCCSKSARGEN (22.7%), Caraga (19.9%), and Northern Mindanao (18.2%).
