Mary Grace Natividad Poe - Llamanzares

She is currently on her second term as Senator of the Philippines and continues to serve our country, especially our most marginalized and disenfranchised sectors since 2013.

Prior to her senate journey, she was appointed by the late President Benigno Aquino III to serve as Chairwoman of the Movie and Television Review and Classification Board (MTRCB) in 2010. During her tenure, the MTRCB implemented policies and programs to promote intelligent viewing such as the promulgation of the Implementing Rules and Regulations for the Children’s Television Act of 1997 and the enforcement of restrictions on the type of viewing material that can be shown on public buses.

In her first term as senator, she immediately set to work creating meaningful legislation, more than 50 of which are now fully enacted laws. Among these are the laws providing for free lunch program for public school children; for maternal and childcare during the first 1000 days of the life of a child; for free text alerts during times of disaster; for extended validity of the driver’s license and passports; and in making our streets, public spaces, and workplaces safer by prohibiting all forms of sexual harassment; to name a few.

She was bestowed with a prestigious recognition of excellence in public service by the National University of Singapore as a Lee Kuan Yew Exchange Fellow for her track record in governance. 

Educational Background:

Senator Poe studied at the University of the Philippines-Manila with Development Studies as her major. After two years, she transferred to Boston College in Massachusetts where she earned her Bachelor of Arts degree major in Political Science.

Claire Dennis S. Mapa

Currently the National Statistician and Civil Registrar General of the Philippine Statistics Authority with a rank of Undersecretary since 2019.

Prior to his appointment, he served as Dean and Professor in Statistics at the School of Statistics, University of the Philippines-Diliman and as the Vice President and Executive Director of the University of the Philippines Statistical Center Research Foundation.

He was a former President of the Philippine Statistical Association, Inc. Board of Directors, and a member of the Social Weather Stations Advisory Council.

 

Educational Background:

USec. Mapa obtained his Bachelor’s degree in Statistics at the University of the Philippines School of Statistics in 1990. He acquired two post graduate degrees: MA Economics and MS Statistics in 2002 and 2004 respectively. In 2008, he earned his Ph.D. in Economics at the University of the Philippines School of Economics.

Rachael Beaven

Currently the Director of the Statistics Division of Economic and Social Commission for Asia and the Pacific (ESCAP).

With over 30 years of experience in government statistics particularly in data preparation and analysis. She worked extensively with governments, multilateral agencies, and the statistical community, most notably through the United Nations Statistics Division, ECA, ESCAP, World Bank and Paris21.

She led the Data for Development Team at the Foreign, Commonwealth and Development Office of the United Kingdom, where she managed a global portfolio of statistical programmes. She is also one of the founders of the Inclusive Data Charter that was launched during the 2018 High-Level Political Forum to mobilize political commitments. She also led a programme to monitor the Sustainable Development Goals with the United Nations Statistics Division and established a data science hub with the Office for National Statistics of the United Kingdom to explore the uses of data science, geospatial as well as big data for progress monitoring.

Educational Background:

Director Beaven is a Graduate of two Bachelor’s degrees - Geography and Geology. She also has Master’s degrees in Statistical Applications in Business as well as in Government and Business Administration.

Lisa Grace S. Bersales

Currently a Professor of Statistics at the University of the Philippines (UP) School of Statistics and concurrent Vice President for Planning and Finance of the UP System and a Research Fellow of the Philippine Statistical Research and Training Institute.

She was the first National Statistician of the Philippines and led the implementation of the Philippine Statistics Act of 2013 by setting up the Philippine Statistics Authority in 2014. She actualized the Public Private Partnership for the Civil Registration System Information Technology Project Phase 2 of the Philippines in 2016. She also chaired the working group on the Philippine ID system that provided inputs to the Philippine Identification System Act which was enacted in 2018 with its Implementing Rules and Regulations signed on the same year.

She is also a board member of the Open Data Watch based in Washington DC, the advisory board of Cepei in Colombia and a member of the Thematic Research Network for Data and Statistics (TReNDS) of the Sustainable Development Solutions Network based in New York. Moreover, she is part of the editorial team of the Statistical Journal of the International Association of Official Statistics.

She has been a consultant to various Research Projects and has been invited in several conferences as a Keynote Speaker, Paper Presenter, Discussant, Panelist among others. She also collaborated with other researchers and authored had various publications: She was awarded the BSP Sterling Professorial Chair in Government and Official Statistics in 2020 for her research on Measuring the Contribution of the Informal Economy to Philippine Economic Growth in the context of a Pandemic and in 2021 for her research on Revisiting the Leading Economic Indicator System of the Philippines.

Educational Background:

Dr. Bersales graduated as Cum Laude on her Bachelor of Science in Statistics degree from the University of the Philippines in 1978. She earned her Master of Science in Statistics degree in 1981 and her Doctor of Philosophy in Statistics in 1989 both from the University of the Philippines.

Janella Ejercito-Estrada

Currently the Undersecretary of National Authority for Child Care. She was elected Vice Mayor of City of San Juan from the years 2016 to 2019 and the Presiding Officer of the 5TH City Council.  She also served as the Chief Operating Officer of San Juan City Anti–Drug abuse Council.

USec. Estrada is a recipient of various recognitions.  Just recently, she was bestowed by Gawad Pilipino a Public Servant Icon Award for being an Outstanding Advocate Youth and Development For Children.  Moreover, Smart Business Entrepreneur Magazine, Philippine Communications Event Management Incorporated presented her an award for her Outstanding Achievement in Public Service in the years 2018-2019.  In 2015, she was also conferred by the Gawad Sulo ng Bayan as “Natatanging Pilipinang Konsehala.”

Educational Background:

Graduated with a degree in AB Political Science at De La Salle University in 2012. She also pursued a Master’s degree in Public Administration at National College in Public Administration and Governance.

Fred S. Sollesta

Currently the designated OIC-Deputy National Statistician of the PhilSys Registry Office, Philippine Statistics Authority.

He is a Director II of PSA since 2006 and has been assigned to Regional Statistical Services Office in Western Visayas and also acted as OIC-Assistant National Statistician of the Civil Registration Service, Civil Registration and Central Support Office.

Educational Background:

He completed his Bachelor’s Degree in Electrical Engineering at the Western Institute of Technology in 1986 and his Master’s in Business Management in the same school in 2007. He successfully completed the 18th Batch NSO-PSA-SRTC Training in Statistics and Computer in 1988.

Leo B. Malagar

Currently appointed as Chancellor of the University of the Philippines-Cebu by the UP Board of Regents.

He was the Assistant Secretary and Deputy National Statistician for Civil Registration and Central Support Office at the Philippine Statistics Authority in 2021.

He also served as an Attorney in the Commission on Elections, as an Associate Lawyer in the renowned Baker & Mackenzie (Quisumbing Torres Law Firm), as an Associate Attorney at Villaraza Angangco Law Firm, as a Senior Legal Manager and Assistant Vice President of Smart Communications, as a Commissioner in the Integrated Bar of the Philippines, Commission on Bar Discipline.

A true academician, he taught law and other related subjects in various universities in the Philippines such as the UP College of Law, De La Salle University, Pamantasan ng Lungsod ng Manila and University of the Philippines- Cebu.

Educational Background:

Atty. Malgar graduated from the University of the Philippines with a degree in Bachelor of Arts in Political Science and continued  his studies to obtain his degree in Bachelor of Laws.

He was granted with the prestigious Chevening Scholarship, as well as other scholarships from Malcolm Trust Fund Scholarship and Owen White and Peter Doyle of Australia Scholarship and was able to earn his Master of Laws in Corporate and Commercial Law at the University College London.

He also attended a distance learning course in intellectual property by the World Intellectual Property Organization in Geneva, Switzerland and the Programme for Law Teachers in London.  In 2015, he attended a course on the Basics of Patent Drafting.

He obtained an Executive Master’s degree in Business Administration from the Asian Institute of Management in 2019.

Emily L. San Gaspar - Gito

Currently an Associate Justice of the Court of Appeals of the Philippines.

She has been working in the Judiciary since 1997.  Prior to her current appointment, she has been a Judge for 13 years – five years as a Metropolitan Trial Court Judge and eight years as a Regional Trial Court Judge of Manila.

Justice Gito is also a professor of law, a Bar Reviewer and Mandatory Continuing Legal Education (MCLE) and a Philippine Judicial Academy (PHILJIA) Lecturer.

She is a member of various Technical Working Groups that drafted the Revised Guidelines on Continuous Trial in Criminal Cases, the Implementing Rules and Regulations (IRR) of the Family Courts Act of 1997, the Family Court Annexed Mediation, the IRR of The Hague Convention on the Civil Aspects of International Child Abduction, the IRR of the Child Marriage Prohibition Act and the bench book for Family Courts.

Justice Gito has been awarded as Most Outstanding Judge of the Philippines and received twice the recognition as Most Outstanding Judge of Manila. She also topped the Pre-Judicature Program for Appellate Courts administered by the Philippine Judicial Academy with the grade of 91.10% prior to her appointment as Associate Justice.

Eliezer P. Ambatali

Currently the Director III of the Legal Service, Office of the National Statistician, Philippine Statistics Authority (PSA).

Before he joined the PSA, he was the Tax Consulting Manager at Punongbayan and Araullo. He is said to be the youngest Director of the PSA.

Educational Background:

Atty. Ambatali is a graduate of  Bachelor of Science major in Statistics at the University of the Philippines-Diliman, went to Arellano University School of Law and took his Master of Laws at San Beda University.

Henedine P. Palabras

Currently the Chief of the Fraud Management Division, Fraud Management and Client Management Service of the PhilSys Registry Office since June 2021.

She was designated as Officer-in-Charge of the Legal Service, Office of the National Statistician of Philippine Statistics Authority (PSA) from September 2017 to June 2021. She was also a former Data Protection Officer, Chairperson of the Anti-Red Tape Unit, and was a Freedom of Information Decision Maker of the PSA.

She was among the authors of various manuals, guidelines and policy issuances of the PSA that included the Anti-Red Tape Act (ARTA) Manual/Handbook/Citizen’s Charter of PSA, Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 11315 or the Community-Based Monitoring System (CBMS) Act, PSA Freedom of Information (FOI) Manual and People’s Manual and its revised version, Revised IRR of RA 9048 as amended by RA 10172, IRR of RA 11055, Revised IRR of RA 9255, National ID Bill passed into law as R.A. No. 11055 or the Philippine Identification System Act and Rules of Procedure on Cancellation of Certificate of Registration of Authority to Solemnize Marriage (CRASM).

She was also involved in the Decentralized Copy Annotation Project (DecAP) an Innovation Boot Camp spearheaded by the Development Academy of the Philippines and the PSA-Legal Service Technical Working Group on Revision of Civil Registry Law (Comprehensive Civil Registration Bill). She has likewise been invited as Resource Person/Speaker in several workshops, conferences, seminars and trainings.

Educational Background:

Atty. Palabras graduated with a degree on Bachelor of Science in Business Administration at Don Mariano Marcos State University, Batac, Ilocos Norte and finished her Juris Doctor at Northwestern University-Laoag City. She has been admitted to the Bar since 2012.

Maria Theresa V. Mendoza-Arcega

She is an Associate Justice of the Sandiganbayan, Quezon City from January 2016 to present.

She started her career at the Supreme Court in 1990 as Executive Assistant at the Office of then Associate Justice Florenz D. Regalado.  After a year, she transferred to the Regional Trial Court of Malolos, Bulacan and served as a Branch Clerk of Court. After six years, she became the Presiding Judge of the Municipal Trial Court of Bustos, Bulacan.

Before her appointment to the Anti-Graft Court, Justice Arcega was the Executive Judge of the Regional Trial Court of Malolos, Bulacan and the Presiding Judge of Branch 17, a designated Family Court. Because of her active involvement in Family Courts concerns, she has been designated by the Supreme Court as one of the three representatives to the International Hague Network of Judges and a member of its Committee on Family Courts and Juvenile Concerns. She is also a member of various Technical Working Groups of the said Committee.

Justice Arcega heads the Committee on Gender Responsiveness of Sandiganbayan and also the Vice Chair of the Supreme Court’s Committee on Gender Responsiveness in the Judiciary. A true advocate of Gender Equality and Fairness. She is a member of the Justice Sector Coordinating Council.

She is a recipient of several awards and recognition. Among others, the Integrated Bar of the Philippines – Bulakan Chapter bestowed upon her the Award for Judicial Excellence in 2002, the Gawad Bunying Abogadong Bulakenyo for five times and the Ulirang Ina Award in 2015. Recently, the San Beda College Alumni Association, Inc. also conferred unto her the Distinguished Woman of Service award.  Meanwhile, the City of Malolos in 2018 gave her the Gawad Bayani at Bituin while the Provincial Government of Bulacan recognized her as 2018 Dangal ng Bayan awardee in the field of Judiciary.

She is an active officer of the Philippine Women Judges Association and twice elected as Regional Director of Asia Pacific of the International Association of Women Judges, among other organizations.

During the 2015 and 2019 Bar Examinations, Justice Arcega served as Bar Examiner in Legal Ethics and Practical Exercises. She also co-authored a book on Persons and Family Relations and Legal Ethics.

Educational Background:

Justice Mendoza-Arcega graduated Cum Laude for her Bachelor of Science in Business Administration degree, Major in Accountancy at the University of the East in 1985. She became a Certified Public Accountant on 9 April 1987.

She pursued further studies and earned her Bachelor of Laws at San Beda College in 1990. On the same year, she passed the Bar Examination in Manila.  She received her Certificate of Admission to the Bar, Supreme Court on 12 July 1991.

Francis S. Cansino

He is a Program Producer/Announcer and a retired Radio Broadcaster of the Philippine Broadcasting Service (PBS). 
He pioneered and remains to be the Program Host of two radio programs: PSA Serbisyo Sa Radyo  and Kalinga Hatid ng Red Cross over Radyo Pilipinas-Manila. 
Also, a former TV and Radio Anchor of Radyo Bisyon over PTV4, IBC13 and DZRB-Radyo ng Bayan. He was also the Anchor/Program Host of Census Serbilis sa Radyo of the then NSO simulcasted nationwide over DZRB-Radyo ng Bayan.

James Lee Cundangan

Has been serving as Assistant Solicitor General in the Office of the Solicitor General (OSG) since October 8, 2020.  Prior to his current position, he served as Associate Solicitor II from May 2002, until he was appointed as Senior State Solicitor in March 2015. Before becoming a lawyer, he is one of the pioneer mediators duly trained by the Philippine Judicial Academy.

At the OSG, he appears and orally argues before the Supreme Court, Court of Appeals, Sandiganbayan, Court of Tax Appeals, First and Second level Courts all over the Philippines, and other quasi-judicial agencies, protecting and defending the interest of the Republic.  He also appears as Counsel before numerous arbitration proceedings before the CIAC and the PDRCI. He is likewise designated as an Arbitrator on cases between two government agencies, pursuant to Presidential Decree No. 242.

He has handled numerous cases involving the Land Transportation Office, Commission on Higher Education, Department of Education, Bureau of Immigration, Philippine Statistics Authority, Bases Conversion Development Authority, National Power Corporation, and Komisyon ng Wikang Filipino, among others.

Educational Background:

ASG Cundangan graduated from San Beda College with a degree on Bachelor of Arts in Philosophy and Letters.  He obtained his Bachelor of Laws degree from the Faculty of Civil Law at University of Santo Tomas, where he was hailed twice as one of the Outstanding Alumni for the years 2017 and 2021.

Evelyn J. Gamotin-Nery

A retired Regional Trial Court (RTC) Judge of Branch 19, Cagayan de Oro City.

She is a part-time Professor at the College of Law, Xavier University since 2004 on the subjects Remedial Law Review 2, Persons & Family Relations, Legal Ethics, Criminal Procedure and Special Proceedings.

She is affiliated with different organizations/ associations such as the Philippine Judges Associations wherein she acted as Auditor from 2013 to 2015;  Vice President for Legal from 2015 to 2017 and as Deputy for Finance from 2018 until July 2022; with the Philippine Women Judges Association (PWJA) as Vice President for RTC from 2015 to 2020 and as Auditor from 2021 to July 2022); Philippine Judicial Academy as Judicial Dispute Resolution Lecturer/Resource Person since 2007 up to present; Integrated Bar of the Philippines - Misamis Oriental Chapter; Federacion International de Abogadas as President from 2004 to 2005), and still a member up to the present.

She is also the Editor-in-Chief of PWJA Newsette and was a Panelist to the International Association of Women Judges Webinar for Asia-Pacific, on Covid and the Courts held June 27, 2020.

Educational Background:

Judge Gamotin-Nery studied Bachelor of Arts in Political Science at Far Eastern University-Manila and South Western University-Cebu City.

She graduated as Cum Laude in Bachelor of Laws at Xavier University (Ateneo de Cagayan) Cagayan de Oro City.
