WHEREAS, the Philippine Statistical Development Program (PSDP) provides statistical information for policy-making and decision-making of the government and private sectors as well as the general public;

WHEREAS, the overall vision of the Philippine Statistical System (PSS) for the period 1999- 2004 envisions a proactive statistical community capable of providing relevant statistical information and excellent services to society towards sustainable development and growth with social equity;

WHEREAS, through an inter-agency Steering Committee and Technical Working Groups composed of representatives from both government and non-government institutions, the NSCB Technical Staff spearheaded the formulation of the various programs/projects and strategies to achieve the above vision which is in support of the Medium-Term Philippine Development Plan (MTPDP) 1999 - 2004 (Angat Pinoy 2004);

WHEREAS, by virtue of its powers and functions under Executive Order No. 121, series of 1987, the National Statistical Coordination Board (NSCB) has approved the PSDP, 1999 - 2004;

NOW THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the adoption of the PSDP 1999-2004.

Pursuant to the Proclamation:

1. The 1999-2004 PSDP shall become an integral part of the MTPDP 1999-2004 (Angat Pinoy 2004);

2. The different agencies should prioritize within their budget ceiling and prepare the financial requirements of the proposed statistical activities in accordance with the three-year budgeting cycle;

3. The PSDP shall be used as a framework and a mechanism for coordinating statistical activities in the government through the NSCB;

4. All agencies in the government and the private sector are enjoined to actively participate and/or lend support to the programs and projects of the PSS as contained in the PSDP.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
