The Philippine Statistics Authority (PSA) has granted clearance for the conduct of the “Household and Community Profiling Survey 2024” by the Philippine Institute for Development Studies.

This study aims to assess the veracity of the list of beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) by evaluating the coverage error of the targeting and content error of the registry of beneficiaries. It includes two key components:

  1. Verification of the correctness of the beneficiary information list; and
  2. Assessment of the targeting effectiveness of the 4Ps.

The results of the study will support improvements in the targeting system and enhance the program's coverage of the poor.

With a total budget of PhP 8.2 Million, the study consists of two surveys: household and barangay. The study will gather data from 3,000 households and 300 barangays. The major data items to be collected from the surveys include:

     1.3. Ownership of appliances
1.4. Participation of household members in social services and programs

     2.3. Presence of street pattern/network

Questionnaires will be distributed and collected from September to October 2024, and the study’s results are expected to be released in January 2025.

The “Household and Community Profiling Survey 2024” was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS). This mechanism is implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  1. Ensure sound design for data collection
  2. Minimize the burden placed upon respondents
  3. Effect economy in statistical data collection
  4. Eliminate unnecessary duplication of statistical data collection efforts
  5. Achieve better coordination of government statistical activities

In line with this, the PSA strongly encourages all sampled households and barangays to participate by providing accurate and truthful information.

For further information on SSRCS, please contact the PSA Statistical Standards Division of the Standards Service at ssd.staff@psa.gov.ph.
