Foreign Citizens in the Country (2020 Census of Population and Housing)

78,396 foreign citizens were residing in the country in 2020

1. In 2020, about 108,538,558 or 99.9 percent of the 108,667,043 household population are Filipino citizens. Filipinos with dual citizenship, on the other hand, reached 50,089, with less than 0.1 percent. Foreign citizens totaled to 78,396 persons or 0.1 percent of the household population in the Philippines.  (Table A)

Nearly half of Filipinos with dual citizenship reside in Central Luzon, CALABARZON, and NCR

2. In 2020, the most Filipinos with dual citizenship were residing in Region III - Central Luzon with 16.4 percent share. It was followed by Region IV-A - CALABARZON with 15.4 percent, and National Capital Region (NCR) with 14.5 percent. Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) had the least, with only less than 0.05 percent. (Table B and 2)

3. Of the 50,089 Filipinos with dual citizenship, nearly half were Filipino-Americans with 23,727 persons (47.4%). Filipino-Canadians totaled to 5,299 persons (10.6%) while Filipino-Australians reached 2,733 persons (5.5%). (Table C and 3)

Two in every five foreign citizens reside in NCR

4. Of the total of 78,396 foreign citizens residing in the country at the time of the census in 2020, almost two-fifths or 39.8 percent resided in the NCR. Those who resided in CALABARZON made up 13.3 percent, followed by those who resided in Central Luzon, with 9.6 percent, and Central Visayas, with 9.2 percent. (Table D)

Majority of foreign citizens come from the People’s Republic of China

5. The highest number of foreign citizens in the country came from the People’s Republic of China with 22,494 persons or 28.7 percent. It was followed by foreign citizens from India, with 18,959 persons or 24.2 percent, and foreign citizens from United States of America, with 6,306 persons or 8.0 percent. (Figure 1, and Tables E and 3)

The statistics presented in this report were based on the information provided by the respondent or any responsible household member who answered the questions and gave correct information about all the household members.

In the 2020 CPH, data on the citizenship of all household members were collected by asking the respondents, “Is _____ a citizen of the Philippines?” This question determines who among the members of the household are citizens of the Philippines and who are not. For Filipino dual citizens and non-citizens, the question “What country/other country is _______ a citizen of?” was asked. This question determines who among the members of the household is a citizen of a foreign country.
