2023 Economic Performance of the Provinces in the Philippines

This Special Release serves as an additional information focusing on the national comparison of the 2023 economic performance of the 82 provinces in the country. 

All provinces posted annual growth in 2023, with only two provinces recording double-digit growth.

Based on the latest PPA results, all provinces in the Philippines grew in 2023 from their levels in 2022. Batanes recorded the fastest annual growth of 14.5 percent, followed by Camiguin with 11.0 percent growth. These two provinces were the only provincial economies which registered a double-digit annual growth in 2023. Moreover, included in the top 10 were the following: Aklan, 9.5 percent; Nueva Vizcaya, 8.7 percent; Ilocos Norte, 8.6 percent, Ilocos Sur, 8.5 percent, Eastern Samar, 8.1 percent; Guimaras, 7.9 percent; Catanduanes, 7.6 percent; and Romblon, 7.3 percent. All provinces included in the top 10 registered annual growth faster than the national GDP growth rate of 5.5 percent. (Figure 1)

Laguna was the lone province to surpass trillion pesos GDP in 2023.

The total GDP of all provinces was estimated at PhP 11.80 trillion, 56.1 percent of the national GDP in 2023. Laguna’s economic value reached PhP 1.03 trillion in 2023, the first time for a province to do so. This sustained its record as the largest economy among the 82 provinces with 4.9 percent share, in terms of share to the national GDP. This was followed by Cavite and Batangas with 3.7 percent and 3.1 percent shares, respectively. Moreover, other provinces which composed the top 10 were the following: Batangas, 3.1 percent; Bulacan, 3.0 percent; Pampanga, 2.7 percent; Cebu, 2.0 percent; Pangasinan, 1.8 percent; Rizal, 1.7 percent; Nueva Ecija, 1.5 percent; and Bataan, 1.3 percent. These 10 provinces accounted around one-fourth or 25.6 percent of the national GDP. (Figure 2)

Almost all provincial economies in the Philippines were predominantly Services-based in 2023.

In 2023, 68 out of 82 provinces in the Philippines were predominantly Services-based. This means that Services-related activities contributed the largest to the GDP of most of the provinces in 2023. Meanwhile, only 9 provinces and 5 provinces out of the total provincial economies were Industry-based and Agriculture, forestry and fishing (AFF)-based, respectively. (Figure 3)

Six out of 82 provincial economies in the Philippines registered per capita GDP higher than the national level in 2023.

At the national level, per capita GDP in 2023 was estimated at PhP 186,476. Bataan topped the provincial economies with an estimated per capita GDP of PhP 314,641. This was followed by the following provinces: Laguna, PhP 294,388; Batanes, PhP 286,386; Pampanga, PhP 229,778; Misamis Occidental, PhP 199,106; and Batangas, PhP 197,984. Moreover, these six provinces were the only provincial economies which registered per capita GDP higher than the national level in 2023. (Figure 4)

The compilation of PPA has been implemented in all regions in the Philippines as of 2024. In 2025, the PPA is programmed to be institutionalized in all regions, which ensures annual compilation of PPA for all provinces and HUCs in the country.
