This Special Release highlights the economic performance of all 82 provinces and 33 Highly Urbanized Cities (HUCs) in the country in terms of the Gross Value Added (GVA) of Services.

Top 10 provinces accounted for almost half of the national GVA of Services

The GVA of Services in the Philippines reached PhP 13.12 trillion in 2023, an increase of 7.1 percent from the PhP 12.25 trillion recorded in 2022. Among the provinces and HUCs, the City of Makati had the largest contribution to the national GVA of Services with 8.35 percent share. This was closely followed by Quezon City with 8.33 percent share. Moreover, other provinces which comprised the top 10 were: City of Manila, 5.8 percent; City of Taguig, 3.8 percent; Laguna, 3.0 percent; Cavite, 3.0 percent; City of Pasig, 3.0 percent; City of Davao, 2.9 percent; Pasay City, 2.2 percent; and Bulacan, 2.2 percent. Collectively, these provinces and HUCs accounted for almost half or about 42.6 percent of the national GVA of Services. (Figure 1)

All provinces and HUCs posted annual growth in Services in 2023

All provinces and HUCs registered annual growths in Services in 2023, with the City of Lapu-Lapu posting the fastest growth at 18.2 percent. This was followed by Batanes and Guimaras with annual increases of 17.0 percent and 12.4 percent, respectively. (Figure 2)

Majority of the provinces and HUCs were predominantly Services-based in 2023

In terms of share of Services to the GDP, Services had the largest share to the GDP of 102 provinces and HUCs in 2023. Services’ share to the respective economies of these provinces and HUCs was highest in the City of Makati, accounting for 92.6 percent of the city’s total economy. This was followed by the City of Cebu and City of Taguig with 89.7 percent share and 89.1 percent share, respectively. (Figure 3)

The compilation of PPA has been implemented in all regions in the Philippines as of 2024. In 2025, the PPA is programmed to be institutionalized in all regions, which ensures annual compilation of PPA for all provinces and HUCs in the country.
