WHEREAS, the NSCB is mandated to develop socio-economic frameworks including satellite accounts on tourism, labor, health and education for effective planning and policy formulation;
WHEREAS, the Department of Tourism (DOT) is tasked to undertake studies and surveys for the continuing analysis of economic conditions and trends relating to tourism and travel;
WHEREAS, the DOT and the NSCB, in 1988, undertook a study on the economic impact of tourism to the country’s economy;
WHEREAS, the DOT and the NSCB entered into a Memorandum of Agreement (MOA) to work together to develop a satellite account on tourism;
WHEREAS, the NSCB is mandated to develop socio-economic frameworks including satellite accounts on tourism, labor, health and education for effective planning and policy formulation;
WHEREAS, the Department of Tourism (DOT) is tasked to undertake studies and surveys for the continuing analysis of economic conditions and trends relating to tourism and travel;
WHEREAS, the DOT and the NSCB, in 1988, undertook a study on the economic impact of tourism to the country’s economy;
WHEREAS, the DOT and the NSCB entered into a Memorandum of Agreement (MOA) to work together to develop a satellite account on tourism;
WHEREAS, one of the responsibilities of the NSCB in said MOA is to organize an inter-agency committee that shall oversee the development of a satellite account on tourism;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that in order to assist the Board in the exercise of its function, an Inter-Agency Committee on the Development of a Satellite Account on Tourism (IACDSAT) is hereby created.
The Committee shall consist of the following:
Secretary General, National Statistical Coordination Board (NSCB)
Undersecretary, Planning, Product Development and Coordination, Department of Tourism (DOT)
Director, Department of Economic Research, Bangko Sentral ng Pilipinas (BSP)
Director, Trade, Industry and Utilities Staff, National Economic and Development Authority (NEDA)
Administrator, National Statistics Office (NSO)
Dean, UP-Asian Institute of Tourism (UP-AIT)
Director, Economic and Social Statistics Office (ESSO/NSCB)
Professor, UP School of Economics
Representative, Philippine Institute of Development Studies
The Secretary General of the NSCB and the Undersecretary of the DOT shall serve as the Chair and Co-Chair, respectively. Technical and administrative support services shall be provided by the NSCB and the DOT.
The membership of the Committee may be increased or decreased as the exigencies of its work require, provided that it shall be authorized by the Chairman of the Board.
The objectives of the Committee are:
To provide direction and support in the development of a satellite account on tourism;
To recommend measures for the institutionalization of said account and provide assistance in the regular generation of the tourism account; and
To resolve issues that may arise in the generation of said account.
The Inter-Agency Committee shall submit its report and recommendations on its activities to the Board.
This Order takes effect on February 1997.
