PSA and PhilHealth sign MOA on Data Sharing of Death Information Records

29 June 2021 – QUEZON CITY. The Philippine Statistics Authority (PSA) signed a Memorandum of Agreement (MOA) with the Philippine Health Insurance Corporation (PhilHealth) for the data sharing of death information record from PSA to PhilHealth.

The MOA was signed by the National Statistician and Civil Registrar General, Undersecretary Dennis S. Mapa, Ph.D. and Atty. Dante A. Gierran, CPA, President and Chief Executive Officer (CEO) of PhilHealth on 29 June 2021 in the presence of Atty. Leo B. Malagar, Deputy National Statistician of the Civil Registration and Central Support Office of PSA, Atty. Eliezer P. Ambatali, Director of PSA Legal Service, Atty. Eli Dino D. Santos, Acting Executive Vice President and Chief Operating Officer and Concurrent Senior Vice President for Management Services Sector of PhilHealth, and Mr. Arturo Alcantara, Acting Senior Vice President and Chief Information Officer of PhiHealth. The MOA signing was also attended by officers of PSA and PhilHealth.

Through this MOA, the PhilHealth can now regularly update its membership database which includes the determination of the occurrence of death of its deceased members and dependents based on the data of the PSA. Also, with this partnership, the commission of fraud by taking advantage of the inaccuracy of records or failure to provide due benefits to PhilHealth members and their qualified dependents who were erroneously declared as deceased member or dependent will now be prevented or avoided.

“Despite the continuing challenges and constraints of the pandemic, we can still work together to improve accuracy in the work that we do, and to extend our capacity to promote honesty and integrity in public service,” said Undersecretary Mapa.

Further, this undertaking plays a big contribution in streamlining the processes of verification of data or information between the two agencies, and will give assurance to the public that the data or information being shared aresecured and protected.

“This data sharing agreement would surely bolster good governance, and would enable us to verify if the claimants are still alive. Ultimately, this will help the corporation combat fraudulent transactions, particularly of claims,” added CEO Gierran.
