The Labor Turnover Survey (LTS) is conducted semi-annually by the Philippine Statistics Authority (PSA) to generate data on labor turnover including accession and separation rates and job vacancies as useful indicators of labor demand and general business situation of the country. Results of the semi-annual survey will provide government and the private sector a complete picture of labor demand and job turnover.
The LTS will cover 2,842 establishments in the National Capital Region (NCR) and will utilize a budget amounting to PhP 4.2 million.
The schedule of distribution, collection and release of survey results are shown below:

Meanwhile, key results from the first and second quarters of 2020 LTS are as follows:
a. Labor turnover rate registered at -1.4 percent in the first quarter and continued to decline during the second quarter at -7.6 percent. These show evident drops in employment growth in establishments located in NCR as the Coronavirus disease 2019 (COVID-2019) pandemic started to progress.
b. Accession rates registered for the two quarters implied that for every 1,000 employed, 93 workers in the first quarter (9.3%), and 44 workers in the second quarter (4.4%) were hired either for business expansion or as replacement for separated workers.
c. Separation rate or the number of workers that either laid-off or left their jobs during the said periods registered at 10.7 percent and 12.0 percent, which implies 107 workers and 120 workers per 1,000 workers, respectively.
d. The main reason for termination of workers cited by employers during the first quarter (69.3%) and second quarter (65.8%) was due to the business condition brought by the pandemic. About 37.2 percent of workers resigned in the first quarter due to personal issues while 25.2 percent of the workers in the second quarter quit from their present jobs primarily because they were being hired by other company.
e. A total of 85,426 and 63,888 unfilled positions in various industries were recorded in the first and second quarters, respectively.
The 2021 LTS was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:
a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.
In line with this, the PSA enjoins establishments in NCR to support the survey by providing the required information. An authorized PSA interviewer will visit the establishments to distribute and collect the questionnaires.
