Endorsing the Budget of the Agencies of the Philippine Statistical System (Batch 2) for FY 2014 to the Department of Budget and Management

ENDORSING THE BUDGET OF THE AGENCIES
OF THE PHILIPPINE STATISTICAL SYSTEM (BATCH 2) FOR FY 2014 
TO THE DEPARTMENT OF BUDGET AND MANAGEMENT

WHEREAS, the overall mission of the Philippine Statistical System (PSS) is to provide adequate, relevant, reliable, timely and accessible statistical information and services to the public;

WHEREAS, the NSCB Executive Board is mandated:

  • per Executive Order (EO) No. 121, to review budgetary proposals involving statistical operations and submit an integrated budget for the PSS to the Department of Budget and Management (DBM);  and
  • per NSCB-NEDA-DBM Joint Circular No. 1, s. 1997, to review the proposed budgets for all activities under the System of Designated Statistics pursuant to EO 352, and submit to the DBM its recommendations;

 

WHEREAS, the National Budget Memorandum (NBM) issued by the Department of Budget and Management (DBM) on 28 December 2012 reiterates that budget proposals for the conduct of designated statistical activities pursuant to EO 352 shall require the endorsement of the NSCB Executive Board;

WHEREAS, the PSS, cognizant of the importance of ensuring a linkage between planning and budgeting, defined the budgetary thrusts for the PSS for FY 2013-2017 thru NSCB Resolution No. 15, s. 2011;

WHEREAS, the NSCB Executive Board, on 22 March 2013, endorsed the budget for statistical activities of eleven (11) PSS agencies for FY 2014 to the DBM per NSCB Resolution No. 3, s. 2013;

WHEREAS, following the directive of the NSCB Executive Board during its 22 March 2013 meeting that the NSCB Technical Staff review the proposed 2014 statistical budgets of additional agencies which will submit after the Board meeting, the NSCB Technical staff reviewed and recommended for approval of the Board thru a referendum, the agency statistical budget proposals of the following agencies:

  • Bureau of Agricultural Statistics (BAS)
  • Land Management Bureau, Planning and Management Staff (LMB-PMS)
  • Department of Environment and Natural Resources, Research and Statistics Division (DENR-RSD)
  • Department of Justice, Planning and Statistics Division (DOJ-PSD)

 

WHEREAS, based on the results of the referendum of the NSCB Executive Board held from 18 to 23 April 2013, the second batch of NSCB budget recommendations comprising of the four agencies was approved by the NSCB Executive Board;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board endorse to the DBM the budgets for statistical activities of the four agencies: BAS, LMB-PMS, DENR-RSD, and DOJ-PSD, for FY 2014, comprising the second batch, as follows:
